Summary of the contracting process

Public Services Delivery Scotland, through the Common Services Agency, invited suppliers to provide seasonal influenza vaccines for NHS Scotland’s 2027/28 flu programme. The requirement covers vaccines recommended by the Joint Committee on Vaccination and Immunisation for three groups: people aged 65 and over; people under 65; and children aged six months to 17 years who cannot receive live attenuated influenza vaccine. The vaccines are for use across Scotland. This is a medicines supply contract, rather than a service or construction project. The procurement is divided into three lots, each intended to be awarded to one supplier under a commitment contract. Suppliers bidding for the same vaccine in both the over-65 and under-65 lots can receive an award for only one of those lots.

The buyer invited offers through an open procedure, with electronic tender submission. The tender deadline was 9 November 2026 at 12:00 UTC; the award period was scheduled to start at that time. Each lot has a 360-day contract period, with no renewal or additional purchase options. The estimated values are £13,708,000 for vaccines for people aged 65 and over, £5,200,000 for those under 65, and £292,000 for children aged six months to 17 years who cannot receive live attenuated vaccine; the overall estimated procurement value is £19,000,000. For each lot, evaluation weights price at 90% and delivery timetable at 10%. Bids must remain valid for 90 days. Alternative bids are not permitted.

This opportunity is suited to medicines manufacturers and suppliers able to supply the relevant influenza vaccines at the volumes and to the timetable set out in the procurement documents. Suppliers must hold a current UK Marketing Authorisation approved by the MHRA for every medicine tendered, and have BS EN ISO 9001 certification or an equivalent quality certification; these requirements also apply to subcontractors where relevant. Products must meet MHRA good-practice guidance and National Patient Safety Agency guidelines on labelling and packaging. Bidders must show that they have taken steps to understand the climate emergency and how they will respond. Participation also requires agreement to support community benefits and their ongoing development. Bidders are asked to describe recent community benefits delivered in Scotland and their outcomes, and to outline proposed benefits or confirm engagement with NHS Scotland’s Community Benefits Gateway.
