Summary of the contracting process

The University of Portsmouth Higher Education Corporation procured WAN connectivity services to support the relocation of its primary IT infrastructure from the Rosalind Franklin Data Centre to the purpose-built Nuffield Data Centre. The connection is intended to keep services running during the migration and support the old data centre’s decommissioning. The wider infrastructure move is planned to be completed before the end of 2026. The requirement is for network connectivity and related IT services, rather than a general data-centre build or equipment supply. Delivery is in the United Kingdom, for the University of Portsmouth.

The procurement is complete and was awarded to JISC Services Limited. The award was made on 15 September 2026, at £54,521 excluding VAT (£65,425 including VAT). The contract period runs from 9 March 2027 to 8 March 2032. The University describes the procedure as below threshold and says a formal competition was not required. It considered a supplier change would create significant technical incompatibility, duplicate costs and disproportionate operational and maintenance challenges during a critical migration. The procurement is presented as a single lot. No evaluation criteria are recorded; the stated basis for selecting the supplier is continuity with the University’s existing network infrastructure and connectivity arrangements.

This award shows demand for specialist WAN connectivity that can maintain uninterrupted university services during a complex data-centre migration. Suppliers seeking to compete for a similar requirement would need to demonstrate that their network services integrate with the University’s existing infrastructure and connectivity, and can support a controlled migration without service disruption. Credible delivery would also require the operational capacity to maintain the connection while infrastructure moves between data centres and the old facility is decommissioned. The buyer’s stated concern about incompatibility, duplicated costs and maintenance complexity indicates that continuity and compatibility with established arrangements matter commercially, alongside the ability to support a prolonged transition. The work is focused on the University of Portsmouth’s network needs, not data-centre construction or general IT services.

Notice Description

The University is decommissioning the Rosalind Franklin Data Centre (RFDC) and relocating its primary IT infrastructure to the new purpose-built Nuffield Data Centre (NUDC), with the main equipment migration scheduled to be completed before the end of 2026. The purpose of this contract is to ensure uninterrupted services whilst the migration from RFDC to NUDC, and support the successful decommissioning of RFDC. Due to the the University's existing network infrastructure and connectivity arrangements the contracting authority considers that a change of supplier would result in significant technical incompatibility, substantial duplication of costs, and disproportionate operational and maintenance challenges during a critical migration period. The total contract value of PS54,521 (excluding VAT) is below the applicable PA23 threshold for goods and services procurement. As such, a formal competitive procurement process is not required,
