Summary of the contracting process

Southside Housing Association is procuring asbestos management surveys in the shared areas of flatted residential blocks in the Southside area of Glasgow. The requirement also allows for ad hoc refurbishment and demolition surveys, and asbestos encapsulation or removal work to be instructed through works orders. This is asbestos surveying and associated asbestos management and removal work. The Association is seeking a contractor to deliver the services under a measured-term contract. The requirement is focused on common areas rather than individual flats, with additional work arising as needed. The buyer is Southside Housing Association, and delivery is within its Southside area of Glasgow.

The buyer invited offers through an open procedure. The tender deadline was 9 November 2026 at 17:00 UTC; the stated evaluation and bid-opening time was 10 November 2026 at 12:00 UTC. The contract is initially for one year, with an option for one further year at the Association’s discretion. The estimated value is £120,000. Quality accounts for 40% of the award assessment and price for 60%. The single lot covers surveys and related ad hoc asbestos services. Bids had to be submitted electronically in English, and variants were not allowed. Supplier selection requirements are referred to in the tender documents; the bid validity period was 90 days.

This requirement suits asbestos surveying and remediation contractors able to carry out management surveys in residential blocks’ shared areas and respond to ad hoc instructions for refurbishment and demolition surveys, encapsulation and removal. Suppliers will need the technical capability and operational capacity to combine planned survey work with additional jobs ordered as required, and to work across the Southside area of Glasgow. The buyer assesses both quality and price, with quality carrying substantial weight, so relevant expertise and a credible approach to delivering the services will matter alongside competitive pricing. Community benefits form part of the requirement, with the expected requirements set out in the tender documents. Supplier suitability and the detailed contract performance conditions are also addressed in those documents. No particular accreditation or minimum experience requirement is stated in the available procurement information.
