Summary of the contracting process

West Yorkshire Police and Humberside Police are jointly planning a concession service, led by West Yorkshire Police, to dispose of non-police vehicles and associated items. The supplier will collect and process vehicles that have been abandoned, seized, damaged in collisions, burnt out or involved in crime, then scrap or recycle them, and auction vehicles suitable for sale. The service covers both forces, in West Yorkshire and Humberside. It is intended as a one-stop service spanning vehicle recovery or handling, recycling and auctioning. Associated vehicle items are also included. The buying organisations are West Yorkshire Combined Authority and the Police and Crime Commissioner for Humberside.

This is at the planning stage: the forces have announced their intention to tender, but have not yet invited bids. They anticipate publishing the tender in late October or early November 2026. A single lot is planned, with the procurement identified as suitable for SMEs. The buyer estimates a gross value of £7,131,330. The concession contract is expected to run from 1 June 2027 to 31 May 2031, with extension provision up to 31 May 2033. The forces are conducting preliminary market engagement to identify market developments, barriers to delivery and whether enough suppliers can provide the full service to both forces. To request the engagement document, suppliers must do so by 14:00 on 20 October 2026; responses are due by 14:00 on 22 October 2026.

This will suit suppliers able to manage vehicle disposal end to end across two police forces: handling vehicles and associated items, identifying what can be auctioned, arranging sales, and scrapping or recycling the remainder. The buyer is specifically testing whether providers can deliver this as a one-stop service and whether the market has sufficient capacity. Experience in vehicle auctioning and in the recycling or scrapping of diverse vehicles—including seized, abandoned, collision-damaged, burnt-out and crime-related vehicles—will be relevant. The estimated historical annual volumes suggest a substantial, continuing operational requirement across both force areas, with both auction and scrap streams. SMEs are considered suitable for the planned single lot. Market engagement is a chance for suppliers to raise delivery barriers and market developments before the tender is issued; it is not an invitation to bid.
