Summary of the contracting process

Swansea Bay University Health Board is buying ongoing maintenance and support for Shandon Diagnostics equipment at Singleton Hospital. NHS Wales Shared Services Partnership is managing the procurement. The service covers planned preventative maintenance, corrective repairs, technical support and replacement parts when required. Its purpose is to keep the equipment safe, reliable and operational, minimise downtime and support continued healthcare delivery and patient care. The Health Board has decided to retain the equipment rather than replace it during the planned contract term, so the requirement is specifically for continued servicing of the existing Shandon Diagnostics equipment, not a purchase of new equipment.

The procurement has been awarded to Shandon Diagnostics Limited (Epredia). The award is pending, with contract signature scheduled for 31 October 2026. The award date was 15 October 2026. The contract is planned to run from 1 November 2026 to 31 October 2031. Its value is £143,508 excluding VAT and £172,209.24 including VAT. There is one lot. The Health Board used a direct award, described as a Single Tender Action, on the basis that the specialised, sensitive equipment can only be maintained and serviced by its manufacturer. The contract may allow additional equipment to be added during its term as service requirements change.

This award shows demand for long-term, manufacturer-specific maintenance of Shandon Diagnostics equipment used in a hospital setting. A credible competitor when this requirement next reaches the market would need to demonstrate the technical ability and authority to maintain the relevant equipment, provide both preventative and corrective servicing, offer technical support and supply replacement parts when needed. The stated rationale makes manufacturer capability central to competing: the buyer considered the equipment specialised and sensitive and identified the manufacturer as the only party able to service it. Suppliers would also need to support equipment reliability and operational continuity, since delays to specialist parts or engineering support could disrupt clinical services. The requirement concerns this equipment and buyer, rather than general hospital maintenance.

Notice Information

Notice Title

(Maintenance of) Shandon Diagnostics Equipment - PS0551/26

Notice Description

Swansea Bay University Health Board requires the ongoing maintenance and support of Shandon Diagnostics Equipment located at Singleton Hospital. The proposed contract will provide continued preventative maintenance, corrective maintenance, technical support and access to replacement parts where required, ensuring the equipment remains safe, reliable and operational throughout the contract period. The equipment is critical to the continued delivery of healthcare services and ongoing maintenance is required to minimise downtime, maintain compliance with manufacturer recommendations and support patient care. Following review, the Health Board has confirmed there are no current plans to replace the equipment during the proposed contract term and therefore a maintenance arrangement remains necessary. The requirement has been reviewed against the available procurement routes, and it has been determined that the proposed approach will be progressed via a Single Tender Action (STA), supported by the completion and approval of the relevant STA Form. The proposed route provides the appropriate mechanism to procure the required services in accordance with the applicable procurement requirements and the organisation's established governance and approval processes.
