Summary of the contracting process

Reading Borough Council plans to procure vehicle workshop maintenance services for its operational fleet. The intended scope covers five vehicle groups: refuse collection, food and glass collection vehicles weighing 7.5 to 27 tonnes; road sweepers and gully vehicles weighing 4.5 to 15 tonnes; cars and vans up to 3.5 tonnes; 3.5-tonne light commercial vehicle tippers; and heavy goods vehicle tippers weighing 4.5 to 18 tonnes. The Council has four dedicated workshops at its Reading operations depot, which it makes available to the service provider rent-free. The provider may also use its own workshop. The work is for the Council’s vehicle operations in Reading.

This procurement is at the planning stage: the Council has set out its intention to buy the service, but has not yet invited tenders. It expects to divide the requirement into five lots, with suppliers able to bid for one, several or all lots. The planned contract period runs from 1 September 2027 to 31 August 2030. The Council expects to publish the next procurement notice on 1 December 2026. A market engagement event is planned to introduce the strategy and objectives; the Council’s stated engagement milestone is 14 October 2026. Potential providers were invited to express interest in participating in the later invitation-to-tender stage. No estimated contract value or evaluation criteria are set out at this stage.

The requirement is suited to vehicle maintenance providers with workshop capacity and practical experience servicing municipal and commercial fleets. Relevant specialisms include refuse and collection vehicles, sweepers and gully vehicles, cars and vans, and light and heavy goods vehicle tippers across the stated weight classes. Suppliers can focus on a single vehicle group or consider covering several or all of the planned lots. Providers with their own workshop could use it, while the Council’s four workshops in Reading are also available rent-free. The Council’s stated aim is to procure a service that meets its operational requirements. Businesses with the fleet engineering capability, facilities and capacity to maintain these vehicle types should monitor the next stage and prepare for a future tender; this is not yet an invitation to bid.
