Summary of the contracting process

Southend-on-Sea City Council is considering an open framework for the supply, installation, maintenance and removal of stairlifts and specialist lifts, including through-floor and step lifts (lift installation work, CPV 45313100). The service would support disabled and older residents in Council, housing association and privately owned homes. Work is expected to cover surveys, installation, testing and servicing, with service agreements lasting 12 months, five years or 10 years from installation. The intended purpose is to help residents live safely and independently at home, reduce reliance on residential care and hospital services, and support the Council’s statutory adaptations service, Disabled Facilities Grants and Housing Revenue Account. Delivery is in Southend-on-Sea.

This is at planning stage: the Council has expressed an intention to explore procurement, but there is no tender invitation, and it may instead choose another approach or take no further action. The expected route is below-threshold open competition through an open framework agreement. The Council expects to publish a further notice on 25 November 2026. The framework is planned to run from 1 April 2027 to 31 March 2030, with a possible extension to 31 March 2032. The Council is conducting preliminary market engagement to understand the market; responses to its questionnaire are expected by 3 November 2026 at 2pm. This engagement is for research only, is not supplier selection or tender evaluation, and does not commit the Council to a procurement or contract award.

The work is likely to suit suppliers with the capability to survey homes and supply, install, test, maintain and remove stairlifts and other specialist lifts for disabled and older residents. Providers will need to serve a mixed housing base, including Council, housing association and privately owned properties, and be able to support the Council’s adaptations and grant-funded work. Experience delivering safe, reliable home adaptations and servicing over different agreement periods would be relevant. The Council is seeking suitably qualified organisations and is using market engagement to understand supplier capacity and the market for these services. This is an opportunity to prepare for a possible future competition and contribute to the Council’s understanding of delivery options; the engagement itself is not a bid opportunity or commitment to procure.
