Summary of the contracting process

The Northern Ireland Housing Executive is buying smoke and heat alarms for delivery in Northern Ireland. The requirement covers two product groups: RM smoke and heat alarms, and COT smoke and heat alarms. This is a supply contract for the alarms themselves, with delivery to support the Housing Executive’s requirements. Suppliers can compete for either group or both, with a separate competition for each. The goods fall within smoke-detection and fire-alarm equipment (CPV 38431200).

The Housing Executive invited tenders through a competitive flexible procedure with a qualification stage followed by award on cost. The two lots are evaluated independently, and cost carries 100% of the stated award weighting for each. Enquiries were due by 2 November 2026 at 15:00 UTC; tenders by 9 November 2026 at 15:00 UTC. The stated contract period runs from 1 January to 31 December 2027, with an option to extend by up to 12 months. The estimated value is £750,000 excluding VAT (£900,000 including VAT): £470,000 excluding VAT for RM alarms and £280,000 excluding VAT for COT alarms. Suppliers may bid for one or both lots.

This opportunity is suited to suppliers able to source and deliver smoke and heat alarms at scale, with the capacity to meet the Housing Executive’s requirements across either or both product groups. Small and medium-sized businesses are identified as suitable, and the lots offer the option to focus on one product group rather than supply both. Competition is price-led: suppliers will need to offer competitive pricing against the relevant lot’s pricing schedule. The procurement is for goods rather than installation or maintenance services, so distributors and manufacturers with reliable supply and delivery capability are the clearest fit. The published requirement refers bidders to the specification and contract conditions for detailed product and delivery requirements.
