Summary of the contracting process

The Department of Agriculture, Environment and Rural Affairs (DAERA) intends to procure inshore vessel monitoring systems and electronic logbooks for fishing vessels under 12 metres operating in Northern Ireland waters. The requirement combines vessel-location and navigation equipment with software and services for collecting, processing and transmitting vessel data. The systems are intended for use by the inshore fishing fleet, with delivery and operation in Northern Ireland. Construction and Procurement Delivery’s Supplies and Services Division is managing the procurement on DAERA’s behalf. This is a public-sector marine technology and digital services requirement, relevant to suppliers of vessel tracking, GPS or navigation equipment, electronic logbook platforms, data systems and associated support. The procurement is at the preparation stage, before a tender invitation has been issued.

DAERA is planning a competitive tender to appoint a supplier; the procurement is at planning and this process is preliminary market engagement, not an invitation to bid. The buyer is seeking questionnaire responses to assess market interest and capacity, identify risks and potential innovative solutions, and help shape the requirements. Its stated expectation is to consider the next procurement stage after engagement, with a future notice anticipated by 31 January 2027. The planned contract period is 1 August 2027 to 31 July 2030, with an option that could extend the period to 31 July 2031. The estimated value is £600,000 excluding VAT (£720,000 including VAT). There is one lot. Suppliers were asked to submit the engagement questionnaire electronically by 3pm on 3 November 2026; this is an engagement date, not a tender deadline. No evaluation basis is set out at this stage.

The engagement is particularly relevant to suppliers able to provide an end-to-end combination of vessel monitoring and electronic logbook solutions for small fishing vessels, including tracking or navigation hardware, data capture and transmission, software, and related IT or data services. DAERA says it wants to understand suppliers’ capability and the market’s capacity to deliver, as well as practical risks, possible approaches and innovative solutions. Businesses with experience adapting marine technology to inshore vessels and operating in Northern Ireland waters are well placed to contribute useful evidence when requirements are being formed. Suppliers can use the planning stage to explain their delivery approach and constraints through the engagement questionnaire; detailed or lengthy submissions are not needed. Participation costs are the supplier’s responsibility, and responses do not create a contract. The resulting requirement is intended to proceed to a competitive tender, so engagement can help capable suppliers prepare for the later competition.»
