Summary of the contracting process

Northern Trains Ltd is seeking design consultancy for proposed upgrades at Heaton Train Care Centre as part of the TRU project. The work is to develop the designs to accepted-for-construction status for the specified enhancements. The appointed consultant will also prepare Inspection and Test Plans, a Designer’s Risk Assessment and an Equality Impact Assessment, and will act as Principal Designer under the Construction (Design and Management) Regulations 2015. The services will be provided under a JCT Consultancy Agreement. The delivery location is in Northumberland, England. Northern Trains operates passenger rail services across the North of England; the contract may be transferred to another train operating company or a successor parent company following restructuring.

Northern Trains invited offers through an open competition under the utilities regime. The procurement reached the tender stage; the stated process is a below-threshold open competition. It comprises one lot. The deadline for both enquiries and submissions was 9 November 2026 at 16:00 UTC. The contract period is 7 December 2026 to 2 June 2027. The estimated value is £163,000 excluding VAT (£195,600 including VAT). Evaluation weights quality at 55% and price at 45%. Electronic submission is permitted. Northern Trains reserves the right not to award the contract, and suppliers bear their own costs of preparing bids.

This opportunity suits design consultancies able to develop rail-facility upgrade designs to construction-ready status and deliver the associated assurance and assessment work. The lead supplier must be capable of carrying out the Principal Designer duties under the Construction (Design and Management) Regulations 2015, as well as producing Inspection and Test Plans, a Designer’s Risk Assessment and an Equality Impact Assessment. SMEs are identified as suitable bidders. The requirement is a single consultancy commission, so it is best suited to a supplier with the technical expertise and project capacity to coordinate the design and supporting deliverables for a train care centre. Quality has greater evaluation weight than price, making the strength of the proposed technical approach particularly important.
