Summary of the contracting process

East Midlands Combined County Authority is seeking a provider to design and install the Team East Midlands pavilion at UKREiiF, the real estate investment and infrastructure forum. The service covers the work from developing the design concept through project governance and management to delivery onsite. The authority represents Derbyshire, Nottinghamshire, Derby and Nottingham, and the pavilion is intended to present the East Midlands at the event. The procurement is for event design and delivery services (CPV 79952000). The provider will be responsible for the complete service, with subcontractors permitted where needed to meet the requirements. The event is described as a three-day forum bringing together developers, investors, public authorities and built-environment professionals to support investment and growth.

The buyer invited offers through an open competition for one lot, with electronic submission allowed. The enquiry deadline was 30 October 2026 at 17:00 UTC, and the offer deadline was 6 November 2026 at 11:00 UTC. The initial contract period runs from 4 January to 4 June 2027, with no extensions. The maximum contract value is £130,000. The opportunity is intended to be suitable for small and medium-sized businesses and voluntary, community and social enterprises; participation is not limited to Derbyshire. The buyer’s award criteria are set out in the Invitation to Tender. The process reached the tender stage, when the buyer invited suppliers to submit offers.

This opportunity suits an event supplier able to take responsibility for a complete pavilion project, combining design and practical delivery rather than providing only one isolated service. The required capability spans developing a design concept, managing project governance and coordination, and delivering the pavilion onsite. Suppliers should be able to organise the work through to completion and ensure that all stated requirements, standards, deliverables, outputs and outcomes are met. The contract is for a single provider, but subcontracting can be used where necessary, which may allow a lead supplier to bring together specialist third-party support. The buyer identifies the requirement as suitable for SMEs, as well as voluntary, community and social enterprises.
