Summary of the contracting process

Wrexham County Borough Council is procuring a coordinator for the Four Lanterns Network, a partnership of Tŷ Pawb in Wrexham, William Morris Gallery in the London Borough of Waltham Forest, Dovecot Studios in Edinburgh, and Blackwell – The Arts & Crafts House in Cumbria. The coordinator will provide strategic, administrative and operational support across the four organisations, helping deliver touring exhibitions and related public engagement as part of Art Fund’s Going Places programme. The role also covers communication, reporting, financial and environmental monitoring, and collaborative working. This is a cultural-sector project coordination and museum exhibition service, delivered across the network’s sites in Wales, London, Edinburgh and Cumbria. Wrexham Council is running the procurement for the partnership and will contract with the appointed supplier.

The buyer invited tenders through an open competition below the applicable threshold. The process reached the tender stage, inviting suppliers to submit offers. Clarification questions were due by 30 October 2026 at 12:00, and tender submissions by 13 November 2026 at 17:00. The contract period is 4 January 2027 to 30 September 2029. The estimated value is £60,000 excluding VAT (£72,000 including VAT). There is one lot, covering the coordination service across the network. Quality carries 90% of the evaluation weighting and price 10%. The tender was published under the UK’s Procurement Act 2023.

This opportunity suits suppliers with experience coordinating multi-partner cultural or museum projects, particularly work involving touring exhibitions and public engagement. Strong strategic, administrative and operational project management capability will be important, alongside the ability to maintain effective communication and collaboration across four organisations in different parts of the UK. Suppliers should be equipped to manage project reporting and monitor both finances and environmental performance throughout delivery. The council describes the commission as suitable for small and medium-sized enterprises and for voluntary, community and social enterprises, making it relevant to specialist consultancies, cultural-sector organisations and independent coordinators as well as larger providers. The evaluation places substantially greater emphasis on quality than price, so a credible delivery approach and evidence of relevant coordination capability will carry particular weight. The detailed selection requirements are set out in the tender materials.
