Summary of the contracting process

The Scottish Parliamentary Corporate Body plans to procure maintenance, support and small works for security systems across the Scottish Parliament estate in Edinburgh. The anticipated service covers planned and reactive maintenance, fault repairs, emergency call-outs, minor works and system enhancements, software support, lifecycle replacement, upgrades, technical advice and specialist engineering. Systems include electronic access control, CCTV and video management, intruder and perimeter detection, security control room systems, associated virtualised and cloud-hosted platforms, and network infrastructure. The future service may also include remote support and monitoring. This is a security systems maintenance and engineering services requirement, rather than a purchase of standalone equipment. The estate is the main delivery location; remote service capability may also be relevant.

The procurement is at the planning stage. The Scottish Parliamentary Corporate Body is undertaking early market engagement to inform its procurement strategy and future specification, and to assess supplier capability and capacity. It invites interested suppliers to complete a market engagement questionnaire; responses are requested by 10 November 2026. Suppliers may also be invited to further engagement. Participation is voluntary and will not form part of the evaluation for the future procurement. The buyer expects to publish a further notice on 22 April 2027; these dates are indicative and may change. The process carries no invitation to tender, so this engagement is for market preparation rather than bid submission. No contract procedure or evaluation basis is set out at this stage.

This requirement is likely to suit established security systems integrators and specialist maintenance providers able to support complex, interconnected technologies across a substantial public estate. The buyer is particularly seeking evidence of experience in complex integrated security environments and public sector or critical infrastructure settings. Suppliers should be prepared to explain their cyber security approach, including secure remote support arrangements, and the manufacturer accreditations or partnerships they hold. Useful capabilities include responsive fault and emergency support, planned maintenance, specialist engineering advice, and the ability to deliver small works alongside ongoing maintenance. Experience managing technology upgrades and lifecycle replacement will also be relevant. The buyer wants to understand suppliers’ service and response models and the capacity available to deliver the full mix of maintenance, support and development.
