Summary of the contracting process

Natural Resources Wales plans to buy 4x4 driving training for staff who use four-wheel-drive vehicles in their work. The service covers basic and advanced operator training, competency assessments, certification and periodic reassessment, delivered by suitably qualified Lantra-approved instructors and aligned with current industry standards. Training is to take place across four areas of Wales: North Wales, Mid Wales, South West Wales and South East Wales. Suppliers must provide suitable venues and land in each area they bid for, including facilities for practical off-road driving exercises representative of the environments encountered by NRW staff. Locations must be appropriately insured and risk assessed, and provide suitable welfare facilities.

This is at planning stage: NRW has announced its intention to procure, but has not yet invited tenders. It expects to publish the next procurement notice on 1 December 2026. The anticipated procedure is open, to establish a closed framework agreement. The four geographical lots are North Wales, Mid Wales, South West Wales and South East Wales; suppliers may tender for one, several or all, and lots are expected to be evaluated and awarded independently, with no limit on awards per supplier. Each lot has an estimated value of £30,000 excluding VAT (£36,000 including VAT). The planned initial contract period runs from 1 May 2027 to 30 April 2029, with two optional one-year extensions at NRW’s discretion. The buyer’s expected tender and award dates are 12 January 2027 and 17 March 2027 respectively.

This is suited to 4x4 driver-training providers able to cover one or more parts of Wales and deliver both introductory and advanced practical instruction. The buyer specifically expects Lantra-approved instructors with suitable qualifications, and training that meets current industry standards. Providers will also need access to suitable insured, risk-assessed land and venues within the areas they pursue, with off-road facilities that reflect the operational conditions NRW employees encounter. Suitable welfare facilities are required at training locations. The work also calls for the ability to assess competency, certify participants and carry out periodic reassessments, rather than deliver one-off courses alone. Small and medium-sized enterprises are identified as suitable for each of the four lots. Suppliers can prepare to compete for individual areas or build a proposal covering several.
