Summary of the contracting process

London Fire Commissioner, for the London Fire Brigade, is seeking an independent external reporting line for staff to raise sensitive or complex misconduct concerns, including discrimination, bullying and harassment. The service is intended for allegations involving Professional Standards Unit staff, directors or senior leadership team members, cases where there is a perceived conflict of interest, and matters that the Professional Standards Unit cannot handle because of capacity. The Unit will continue to manage other misconduct complaints as usual. This is a staff reporting and telephone-answering service (CPV 79510000), delivered for the London Fire Brigade in London.

The buyer invited offers through a below-threshold open competition. The process reached the tender stage. Bids were to be submitted electronically by 12 November 2026 at 23:59; questions were due by 26 October 2026 at 15:00. The contract period is scheduled to run from 4 January 2027 to 3 January 2030. The published estimated value is £0. Evaluation allocates 70% to technical score and 30% to commercial score. The presumptive winning bidder must also complete a cyber security questionnaire. The procurement is divided into one lot.

This requirement is suited to an independent provider able to operate a confidential external reporting channel for employees and handle allegations involving senior leaders, the Professional Standards Unit, conflicts of interest, or particularly sensitive and complex circumstances. Suppliers should be able to receive and report concerns about discrimination, bullying and harassment, including cases involving multiple complainants, respondents or witnesses. The service must complement the Brigade’s existing internal misconduct process, taking referrals that the Professional Standards Unit cannot appropriately handle or manage within its capacity. The technical score carries greater weight than the commercial score, so providers should be prepared to demonstrate the strength and suitability of their service approach. The presumptive winning bidder will need to complete a cyber security questionnaire.
