Summary of the contracting process

Perth & Kinross Council is buying planned preventative and reactive maintenance for equipment used in craft, design and technology facilities, including fixed and portable woodworking and metalworking machinery, forges, kilns, welding equipment, laser cutters and CNC machines. The work also covers fume cupboards and local exhaust ventilation (LEV) systems. The contractor will service and maintain these installations across the Council’s properties and associated buildings in the Perth and Kinross area. This is a facilities and specialist equipment maintenance service, rather than a supply contract for new machinery. The requirement combines scheduled servicing with responsive repairs across a varied range of workshop, extraction and ventilation equipment.

The Council invited offers through an open procedure. The tender submission deadline was 16 November 2026 at 12:00, and the bid opening was scheduled for the same time. The contract period is 1,440 days, with an option to extend by up to a further 36 months, either in one extension or in phases. The estimated contract value, including extension options, is £1,015,000. The stated value for the seven-year planned-maintenance part is £415,000; £600,000 is the estimated value of notional quantities for the reactive element, which are for evaluation only. There is one lot, covering the Council’s properties across Perth and Kinross. Quality accounts for 70% of the evaluation and price for 30%. Bids must be in English; variants are not allowed.

This suits a contractor able to maintain a broad mix of workshop machinery, gas and LPG systems, electrical installations, fume cupboards and LEV equipment in non-domestic buildings. Bidders must provide three examples of comparable work delivered in a similar environment over a three-to-four-year term, and use trained, competent and professionally qualified technicians. Operatives working on gas or LPG systems need endorsed Gas Safe cards; electrical operatives need NICEIC, SELECT or NAPIT cards. LEV work requires BOHS P601, P602 and P604 or accepted equivalents, and LEV, fume-cupboard and CDT equipment work requires BOHS M200 or an accepted equivalent. Asbestos Awareness training is also required. Suppliers need appropriate insurance, sound financial standing, and documented quality, health and safety and environmental management procedures or recognised certifications. Subcontracting is permitted under a contract clause, and community benefits are included.
