Summary of the contracting process

South Downs National Park Authority is seeking a single supplier to provide design, engineering and construction support for rural access infrastructure. The work covers new access paths, including Centurion Way and Egrets Way; improvements to existing paths, including the South Downs Way National Trail; and schemes identified in the Active Travel Network Plan. Services span architectural and landscape design, structural engineering, civil engineering quantity surveying and contract administration. Delivery is across the South Downs National Park. The framework is intended to support the Authority’s ongoing access projects, from design through construction support, rather than a single path scheme. The requirement is classified as services and combines multidisciplinary professional advice with practical project delivery support for rural access infrastructure.

The procurement reached tender: the Authority invited shortlisted suppliers to submit offers through a two-stage competitive flexible procedure, following a participation and pre-qualification stage. One supplier will be appointed to a closed framework, with call-offs awarded directly without reopening competition. The participation deadline was 10 November 2026 at 13:00 UTC; the expected award decision date was 5 February 2027. The framework period is 17 February 2027 to 16 February 2030, with an option to extend by up to 12 months. Its estimated value is £500,000 excluding VAT (£600,000 including VAT). There is one lot, and up to six suppliers were intended to progress to tender. Award is based on price (40%), framework approach (30%), resourcing (20%), sustainable delivery and travel (5%), and social value (5%).

The opportunity suits SMEs as well as larger multidisciplinary consultancies able to combine rural access design and engineering with construction-stage support. To pass participation screening, suppliers must satisfy financial tests, confirm willingness to obtain the required insurance, and pass checks on conflicts of interest, business continuity and disaster recovery, and quality management. Shortlisting assesses relevant experience and contract examples most heavily, followed by workforce skills and operational coverage and responsiveness. The buyer is therefore looking for credible evidence of delivering comparable infrastructure work, appropriately skilled staff, and the capacity to respond across the South Downs National Park. Tender offers are also assessed on the supplier’s proposed framework approach and resourcing, alongside price, sustainable delivery and travel, and social value. Supplier rate cards and costed scenarios will underpin call-off pricing.
