Summary of the contracting process

Rail Delivery Group is seeking a supplier for a national British Sign Language customer information service for rail passengers. The solution must take approved rail industry data, process it and produce BSL translations that can be displayed through digital channels, at station screens and on board trains. This is a specialist passenger-information and technology service, classified under railway transport support services. The service is intended for National Rail Enquiries channels and for screen-based passenger information across the rail network. The requirement brings together access to industry data, data processing and the delivery of usable BSL translations across several types of display. The work also includes the technical solution needed to provide these translations through the specified customer-facing channels.

Rail Delivery Group invited offers through a competitive flexible procedure, with stages for participation conditions, a written tender response and a best and final offer. The buyer set a submission deadline of 8 December 2026 at 12:00 and an award decision date of 15 March 2027. The contract is planned to start on 1 April 2027 and run to 30 September 2028, with extensions potentially taking it to 30 September 2030. The buyer’s stated implementation aim is 30 September 2027; bidders were asked to confirm whether that timetable is suitable. The estimated value is £1 million excluding VAT (£1.2 million including VAT). There is one lot. Evaluation weights price at 30%, functional requirements at 20%, non-functional requirements at 15%, functional questions at 25% and non-functional questions at 10%.

This opportunity suits suppliers able to build and operate a digital service that ingests approved rail industry data and turns it into British Sign Language translations for passenger displays. Relevant strengths include experience delivering customer information or accessibility technology, and technical capability across data processing, digital channels and screen-based systems. The evaluation explicitly considers experience, BSL-related responses and technical proposals, so suppliers should be prepared to demonstrate both subject knowledge and a workable solution. Delivery capability also matters: proposals are assessed on service delivery and assurance, project implementation, hosting and maintenance, information security and business continuity. Suppliers need to be able to support a national rail use case and coordinate implementation across National Rail Enquiries channels, station screens and on-board screens. The buyer also seeks confirmation that its intended implementation timetable is achievable.
