Summary of the contracting process

Hampshire County Council commissioned repairs to ceiling damage in Rooms 136 and 144 at Castle Avenue Offices. The works covered reinstating the damaged ceiling and associated building services, with site management, health and safety planning, protection of finishes, cleaning and completion records. Building work included fitting and finishing a new fire-resistant plasterboard ceiling, redecorating affected areas, replacing loft insulation and treating access panelling with intumescent paint. The project also involved coordinating asbestos removal, providing roof access for specialist contractors, replacing lighting and reinstating and certifying emergency lighting and fire alarms. Mechanical tasks included checking the feed and expansion tank and pipework, removing redundant services and confirming no live services remained. Delivery was at Castle Avenue Offices in Hampshire.

The procurement is complete and the contract was awarded to Green Building Maintenance Limited, an SME. The work was procured competitively through an award under a framework, using a selective procedure below the applicable threshold. There was one lot. The contract was signed on 3 September 2026 and runs from 12 to 23 October 2026. Its value is £15,850 excluding VAT (£19,020 including VAT). The award is active, and the contract is recorded as active. The published information describes the work and framework route but does not set out separate evaluation criteria.

This award demonstrates Hampshire County Council’s demand for small-scale, coordinated building repair work combining ceiling reinstatement with electrical, fire-alarm and mechanical services. A credible supplier for a comparable requirement would need to manage work safely in an occupied or operational building, protect existing finishes, coordinate licensed asbestos specialists and provide suitable access for other trades. Relevant capability includes fire-resistant plasterboard installation and finishing, decoration, insulation reinstatement, electrical isolation and certification, emergency lighting and fire-alarm commissioning, and removal of redundant pipework and equipment. Suppliers should be able to coordinate approved specialist contractors, document progress, complete testing and certification, and leave the work area clean. The selected supplier was an SME, showing that a smaller building-maintenance business was able to deliver this integrated, short-duration package through a framework.
