Summary of the contracting process

Hampshire County Council procured planned and reactive maintenance to prevent Legionella at properties it maintains. The work includes carrying out remedial actions identified by Legionella risk assessments, responding to reactive prevention needs, whole-site disinfection and responding to water-authority contraventions. Suppliers must coordinate and book work with site representatives to arrange access and limit disruption. The service also covers management, reporting and the provision of suitably trained and competent personnel for disinfection. Completion must be evidenced through appropriate certificates and records uploaded to the council’s systems. The requirement is classified as mechanical engineering installation work. Delivery is across Hampshire County Council properties in Hampshire.

The procurement is complete and the contract was awarded to BTU (Installation & Maintenance) Limited. It was a competitive, selective procurement made below the relevant threshold through an existing framework. The requirement was divided into one lot, which is complete. The contract was signed on 11 August 2026 and runs from 12 October 2026 to 24 August 2028. Its value is £375,000 excluding VAT (£450,000 including VAT). No award date or evaluation criteria are stated in the available process details.

For a future requirement of this kind, credible suppliers would need to deliver both planned and responsive Legionella-prevention maintenance across multiple council properties. Relevant capability includes carrying out risk-assessment remedials, reactive remedials and whole-site disinfection, with suitably trained and competent staff. Suppliers would also need to respond to water-authority contraventions within required timescales, coordinate access with site representatives and minimise disruption at occupied properties. Reliable management and reporting are integral: work must be supported by certificates, records and other evidence of compliance, submitted through the council’s systems. The award shows that Hampshire County Council bought this service through a competitive call-off under a framework, with one supplier responsible for the requirement. A business with the operational coverage and compliance processes to manage that end-to-end service would be well placed to compete when similar work returns.
