Summary of the contracting process

North East Lincolnshire Borough Council is considering a single, integrated corporate enterprise resource planning (ERP) platform for its organisation. The work is a software and implementation services requirement: the intended platform would bring corporate ERP functions together in one system. The Council is using market engagement to understand whether suppliers can deliver this approach and to inform its options appraisal, procurement strategy and business case. The Council is based in Grimsby. The process is at the planning stage and describes an intention to explore a solution, rather than a confirmed procurement.

The Council is conducting preliminary market engagement, not a competition or invitation to tender. It is seeking market views through a questionnaire to inform its planning; no supplier is being evaluated or selected at this stage, and a later procurement is not guaranteed. The Council’s stated expectation is to publish a further notice on 2 April 2027. The planned contract period is 1 December 2027 to 30 November 2034. Organisations taking part in the market engagement are expected to submit their completed questionnaire by 16 November 2026 at midday, using the Council’s procurement portal. No estimated contract value is stated.

This engagement is relevant to ERP software providers and implementation specialists able to deliver a single integrated corporate platform for a local authority. The Council is seeking market insight on supplier capability, market developments and possible ways to meet its needs, so suppliers with experience shaping ERP solutions and explaining delivery options are well placed to contribute. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable participants. This is a chance to inform the Council’s thinking and prepare for a possible later procurement, but participation does not guarantee that a contract will be competed for or give a supplier an advantage if one follows. No specific accreditations or other qualification requirements are set out.」} Yields JSON closing bracket typo? I used closing }? response is format object; end currently } yes. Notice Title

Preliminary Market Engagement - Corporate Enterprise Resource Planning (ERP)

Notice Description

North East Lincolnshire Council (The Authority) is undertaking this Preliminary Market Engagement (PME) to test the market's ability to deliver a single, integrated corporate enterprise resource planning (ERP) platform and to inform the options appraisal, procurement strategy and business case. PME allows local authorities and other contracting authorities in the public sector to engage with a market. PME is designed to encourage the commercial and voluntary sectors to engage with the development process before a procurement is released. This is the market's opportunity to express its views, outline market developments and generally influence how solutions to the Authority's needs might be met. There is nothing for the Authority to evaluate or select in this activity. PME is not a call for competition. Following PME, the Authority may conclude that procurement is not the best solution to meet a particular strategy outcome. The Authority may conclude that it would be better to do something entirely different to the intent within this PME. It is essential that any organisation participating in the PME understands that a procurement opportunity is not guaranteed. It is therefore essential that organisations understand that this activity is not part of a procurement exercise and involvement in the PME does not affect an organisation's positioning either positively or negatively should a procurement opportunity arise subsequently. The Authority may release a PME to: * Share information to inform the market of an impending procurement, such that they might make preparations for the tender when it is released; and * Gather information to develop the Authority's strategy. We therefore recommend that if there is no intent to engage in the PME, it is better to sustain interest in activity on YORtender to ensure that any interested party remains informed.
