Summary of the contracting process

Qualifications Wales is seeking a provider for planned and reactive facilities management at its premises in Newport, Wales. The services cover statutory inspections and maintenance, planned preventative maintenance, breakdown repairs and alterations, and potentially minor new works, for which the provider must supply quotations. Qualifications Wales invited offers through a below-threshold open competition to establish a framework agreement. The buyer set 23 November 2026 at 17:00 for enquiries and 30 November 2026 at 17:00 for submissions. The framework is scheduled to run from 1 March 2027 to 28 February 2030, with one possible extension of up to two years, to 29 February 2032. The estimated value is £133,333 excluding VAT (£160,000 including VAT). There is one lot. Evaluation is weighted 60% on quality and 40% on price. Bidders must register on the Central Digital Platform and provide core information about their organisation, connected persons, and any associated persons or subcontractors relied on to meet participation conditions.
