Summary of the contracting process

Beyond Housing Limited plans to appoint a contractor to refurbish Brook House, its building in Scarborough. The works will modernise the building’s customer and staff environments, creating a contemporary, accessible and collaborative workspace. The refurbishment covers the ground, first and second floors and is intended to proceed in separate phases, one floor at a time. This is a building refurbishment and internal fit-out project, involving building construction and internal fittings. The intended arrangement is one contractor for the full project, with proposals covering all phases. Delivery is at Brook House in Scarborough.

The procurement is at planning: Beyond Housing has set out its intention to buy the works, but has not yet issued an invitation to tender. It expects an open competition below the public procurement threshold, with a single contract and no division into lots. The buyer’s indicative timetable anticipates a further procurement notice on 16 November 2026. The expected contract period runs from 15 February 2027 to 30 March 2030. The stated estimated value is £950,000 excluding VAT (£1,140,000 including VAT). The buyer plans to assess proposals for all three floor phases and may authorise each later phase only after satisfactory completion of the preceding phase. The stated enquiry and bid dates relate to the planned competition, not this planning stage.

The work is suited to experienced building refurbishment contractors able to manage a multi-phase project within an occupied customer-facing and staff workplace. Suppliers should be prepared to propose and deliver the refurbishment of all three floors as a coordinated programme, while managing the handover between phases and meeting the buyer’s satisfaction requirements before subsequent phases proceed. Capability in building construction and internal fittings is relevant, as is the ability to create accessible, collaborative and modern working environments. The buyer identifies small and medium-sized businesses and voluntary, community and social enterprises as suitable for the procurement. The buyer is looking for one contractor to take responsibility for the overall project, rather than separate suppliers for each floor. The planned open competition gives prospective suppliers a basis to prepare for the later tender.
