Summary of the contracting process

BlueLight Commercial Limited is exploring a procurement, on behalf of the Home Office, law enforcement organisations and other government departments and agencies, for cryptoasset investigation software and related services. The intended tools include cloud-hosted blockchain tracing, investigation and analytics; different licence models and licence administration; specialist investigative support, including help with complex cases and evidential packages for criminal proceedings; and real-time blockchain data access through APIs. Artificial intelligence features, security controls and coverage of a broad range of cryptoassets, blockchain networks and related technologies are also in scope. The services would support prevention, detection and investigation of financial crime across the United Kingdom. BLC is considering a multi-supplier framework for software-related and investigative services.

This is at the planning stage: BlueLight Commercial is conducting preliminary market engagement to inform and shape a possible future procurement, not inviting tenders. The buyer expects to publish a tender notice around March 2027 if it proceeds, subject to governance and assurance approvals; the scope and timetable may change, and BLC may decide not to procure. Suppliers are invited to provide information through the portal by 3 November 2026 and may be asked to join an online follow-up meeting. The expected approach is a multi-supplier framework. One lot is planned, with an indicative value of £20 million excluding VAT (£24 million including VAT). The anticipated contract period is April 2028 to March 2030, with possible extension to March 2032. No award criteria have been set out at this stage.

This is most relevant to suppliers of cryptoasset tracing and blockchain analytics platforms, SaaS investigation software, licence-management services, investigative consultancy and specialist evidence preparation. Providers with API capability for real-time blockchain queries, artificial intelligence tools, and coverage across multiple cryptoassets and networks may be well placed to respond to the market engagement. Security-by-design capability and appropriate safeguards are also part of the requirements being explored. The work is intended to support several law enforcement and government organisations, so suppliers should consider whether their products, licensing models, administration and support can serve multiple public-sector users. BLC indicates that small and medium-sized businesses may be suitable. The engagement is an opportunity to shape the requirements; suppliers can compete in any later procurement whether or not they take part in this engagement. No specific certifications or accreditation requirements are stated.‌
