Summary of the contracting process

Health Education and Improvement Wales (HEIW) requires security and cleaning services at its headquarters, covering protection of the premises, assets and information, and a safe, clean and operational workplace for staff and visitors. The security work includes maintaining site security; cleaning services maintain the headquarters’ cleanliness. NHS Wales Shared Services Partnership managed the procurement for HEIW. Delivery is in Wales, at HEIW’s headquarters in Nantgarw. This is a combined facilities-services requirement, relevant to providers able to deliver both premises security and office cleaning at the same site and maintain continuity across the services.

The procurement is complete and the contract was awarded to Solo Service Group Limited. HEIW used a below-threshold direct award without competition, citing continuity and the operational risks of changing provider at short notice while it determines its longer-term procurement approach. The award is for £53,763.12 excluding VAT (£64,515.74 including VAT). The contract period runs from 1 November 2026 to 31 May 2027; the award date is 20 October 2026. There was one lot, covering the combined security and cleaning requirement. The award was made directly to the incumbent supplier; no competitive evaluation criteria are stated.

This award shows HEIW buys a combined security and office-cleaning service for its headquarters, with continuity of delivery central to the requirement. A credible competitor when this requirement next comes to market would need to demonstrate the capacity to provide both services at one site, maintain reliable cover and protect staff, visitors, premises, assets and information while meeting cleaning schedules. Familiarity with site access, security procedures, key personnel and operational routines would help reduce the mobilisation risks HEIW identified when choosing the incumbent. Providers with established mobilisation planning and the ability to maintain service standards through a changeover would therefore be well placed to compete. The scale is a single-headquarters service rather than a multi-site contract.

Notice Information

Notice Title

Security and Cleaning Services for HEIW

Notice Description

Health Education and Improvement Wales (HEIW) has an immediate requirement to maintain continuous security and cleaning services at its headquarters. Any interruption in these services would create a significant business continuity risk, impacting the security and wellbeing of staff and visitors, the protection of premises, assets and information, and the maintenance of a safe, clean, and operational working environment. A direct award to the incumbent supplier is considered necessary to ensure uninterrupted service delivery and avoid the operational risks associated with mobilisation of a new provider at short notice. The incumbent supplier is already fully mobilised, familiar with the site, security procedures, cleaning schedules, key personnel, access arrangements and operational requirements. Appointing an alternative supplier would introduce implementation and mobilisation risks that could compromise continuity of services, potentially impacting site security, cleanliness standards, staff and visitor safety, and the effective operation of the headquarters. The direct award is therefore justified on the grounds of business continuity, operational necessity and risk mitigation. The arrangement will provide continuity of security and cleaning provision while HEIW determines and implements their longer-term procurement strategy.
