Summary of the contracting process

Reidvale Housing Association is buying gutter-cleaning maintenance and roof-inspection services for properties across Glasgow. The contractor must clean gutters and inspect roofs, providing a comprehensive report for each property. The work may also include cleaning roof skews, valleys and flashings, and minor remedial repairs to roof finishes, drainage and disposal systems, stonework, chimneys and roof services where these are identified through inspection. This is a building maintenance and inspection contract, with associated cleaning and minor repair work. The requirement covers the Association’s properties throughout the city.

The buyer invited offers through a single-stage open procedure. The contract is valued at £250,000, with a planned three-year term and the possibility of two annual extensions, subject to satisfactory performance. The tender set a submission deadline of 19 November 2026 at 12 noon. Quality carries 60% of the evaluation and price 40%. Bidders must provide two relevant examples of gutter-cleaning and roof-inspection work for similar properties. Economic requirements include minimum annual turnover of £100,000 over the previous two years and employer’s liability and public liability insurance of £5 million each. The buyer may exclude suppliers on statutory grounds. Suppliers intending to use subcontractors must submit separate SPD responses for each.

This opportunity suits contractors able to deliver property-wide gutter maintenance and roof inspections in Glasgow, produce clear reports for each property, and undertake minor related repairs when required. Bidders need relevant experience on comparable properties, demonstrated through two examples, and access to the tools, plant and technical equipment needed for the work. The buyer will also assess workforce capacity and management staffing, using average annual figures for the previous three years, and requires the names and qualifications of assigned staff. Suppliers using a subcontracting chain need systems to manage and track it, pay subcontractors promptly and show payment performance or provide a director-signed improvement plan. Community benefits form part of the requirement. Performance is monitored against key indicators, with remedial plans required if standards fall below the minimum.
