Summary of the contracting process

The City of London Corporation is planning consultancy to shape and support a Finance function transformation under Programme Sapphire. The work is intended to define how Finance should be structured and operate across the Corporation, and how the organisation should move to that model. It is tied to the Corporation’s Financial Improvement and Transformation Strategy and its implementation of SAP S/4HANA Public Cloud Edition and SAP Analytics Cloud. The Corporation provides local authority services, commercial activities and specialist charitable funds, so the transformation concerns a complex, federated organisation. The planned service combines business and management advice with systems and software consultancy. The delivery location is not stated in the procurement details.

This process is at planning: the Corporation has signalled an intention to procure and is conducting preliminary market engagement; there is no invitation to tender at this stage. The buyer expects the work to run from January to June 2027. No estimated contract value or budget is stated. The procurement is presented as a single lot, with no separate work packages described. The engagement exercise asks suppliers to register on the Corporation’s procurement portal and submit a response by 2 November 2026 at noon. No procurement procedure, award criteria or assessment weights are set out yet. The planning information describes the expected service and timetable, rather than a deadline to bid for the eventual contract.

This work is likely to suit finance transformation and management consultancies able to advise on operating models, organisational structure and transition planning, particularly in a complex public-sector organisation with commercial and charitable activities. Relevant experience would include shaping a high-performing finance function and aligning change to a corporate improvement strategy. Suppliers with SAP S/4HANA Public Cloud Edition and SAP Analytics Cloud expertise may be well placed to connect the finance operating model to the systems being implemented, alongside broader systems and software consultancy capability. The Corporation says its SAP programme already has a systems integrator appointed, so the planned work is specifically about finance transformation enabled by SAP, not simply selecting or implementing a system. Small and medium-sized businesses are considered suitable for the planned contract.

Notice Title

Programme Sapphire: Finance OCM and Workforce Transformation

Notice Description

The City of London Corporation (the City) is a complex and federated organisation, delivering local authority services, commercial activities and specialist charitable funds. It is implementing SAP S/4HANA Public Cloud Edition and SAP Analytics Cloud, with a systems integrator appointed, in what is believed to be one of the first SAP S/4HANA Public Cloud implementations in UK local government. The City's Financial Improvement and Transformation (FIT) Strategy sets the ambition for a high-performing Finance function. Programme Sapphire and the move to SAP are a key enabler of that ambition. This Preliminary Market Engagement is about Finance transformation enabled by SAP and aligned to the FIT Strategy: defining how the Finance function as a whole should be structured and should operate to support the Corporation's strategy and be successful, and how we transition to it. The return deadline for PME responses is 02/11/2026 by 12:00 noon.
