Summary of the contracting process

The Food Standards Agency commissioned research and consultancy on digital tools and approaches for biosurveillance, with a particular focus on generating intelligence from surveillance data to support food safety. The work examines how government and related organisations use artificial intelligence, horizon-scanning tools, data integration platforms, analytical workflows, collaboration technologies and other digital methods. It is intended to identify successful implementations, common challenges and opportunities for collaboration, and to establish a cross-government working group for knowledge exchange. The research takes a One Health perspective, linking food safety with human, animal and plant health and environmental surveillance. Its findings are intended to inform future decisions, reduce duplicated effort, strengthen government networks and help make better use of investment in biosurveillance. The buyer is the Food Standards Agency; the work is research, data analysis and social research consultancy.

The procurement is complete and the contract has been awarded to Catalytic AI Ltd. The Food Standards Agency used a direct award below the applicable threshold, without competition. The contract was signed on 19 October 2026 and runs from 2 November 2026 to 31 March 2027, with an option to extend by up to six weeks, to 12 May 2027. The contract is valued at £100,000 excluding VAT (£120,000 including VAT). The procurement was a single lot. The published data identifies the research and consultancy scope but gives no evaluation criteria or supplier eligibility requirements.

For future biosurveillance research commissioned by the Food Standards Agency, a credible supplier would need to combine applied research and consultancy with strong data analysis capability. Experience assessing how government and related organisations use AI, data integration, horizon-scanning and analytical workflows would be directly relevant, particularly where the work turns surveillance data into actionable food-safety intelligence. Suppliers should also be able to evaluate implementation outcomes, identify practical obstacles and opportunities for collaboration, and bring stakeholders together in a cross-government working group. A One Health approach is central: relevant expertise should connect food safety with human, animal and plant health and environmental surveillance. The work is a focused, time-limited research project rather than a large-scale technology deployment; evidence of producing usable findings that support decisions, reduce duplication and strengthen networks would help establish credibility.

Notice Information

Notice Title

Biosurveillance tools and approaches

Notice Description

Biosurveillance is becoming increasingly important to support food safety, public health, animal and plant health. As the volume, complexity and variety of surveillance data continue to increase, government organisations are exploring new tools, technologies and approaches to improve the collection, analysis, interpretation and sharing of information. These developments include the use of Artificial Intelligence (AI), horizon-scanning tools, data integration platforms, analytical workflows, collaboration technologies and other digital approaches that can enhance the speed and effectiveness of surveillance activities. This project will examine how government and related organisations are using tools, technologies and approaches, including AI, to support biosurveillance activities, with a particular focus on generating insight and intelligence from surveillance data to support food safety. The project will identify successful implementations, common challenges and opportunities for collaboration, while establishing a cross-government working group to support knowledge exchange and community building. The project should adopt a One Health perspective, recognising the links between food safety, human health, animal health, plant health and environmental surveillance. The outputs will provide an evidence base to support future decision-making, reduce duplication of effort, strengthen cross-government networks and help maximise the value of existing and future investments in biosurveillance capabilities
