Summary of the contracting process

Manchester City Council is exploring provision of a fiscal host for Manchester’s five Pride in Place Neighbourhood Boards. The anticipated service would administer allowances and expenses for Board members, keep auditable financial records, and provide financial management and governance for public funds. This is an accounting, financial administration and governance service, with financial consultancy and accounting and auditing (CPV 66171000 and 79210000). Delivery is for neighbourhood boards in Manchester. The Council is seeking market feedback to understand which organisations may be able to provide the service and how it could be delivered. The work concerns support across five boards rather than a single board.

The process is at planning: Manchester City Council has stated an intention to procure, but this is not a call for competition and there is no invitation to tender. The Council is conducting preliminary market engagement to inform its future requirements and procurement approach. It expects interested organisations to submit a Preliminary Market Engagement Questionnaire through the Chest portal by 11:00 on 3 November 2026; this is a market-engagement response date, not a tender deadline. The anticipated contract period runs from 1 May 2027 to 29 April 2030. The procurement method and procedure have not yet been set out. The planned service covers five Neighbourhood Boards, with no estimated contract value stated.

This engagement is relevant to organisations able to act as a fiscal host and manage public funds on behalf of multiple community boards. Suppliers with experience administering member allowances and expenses, maintaining clear and auditable financial records, and providing sound financial controls and governance are well placed to contribute. The Council is specifically seeking feedback on organisational capacity, relevant experience, possible delivery models, governance arrangements, and risks or barriers to delivery. This makes the engagement useful for providers who can explain how they would organise the service across five boards and identify practical requirements for reliable administration. Accounting, financial management and assurance providers may have relevant capabilities. The Council is gathering views to shape the later requirements and approach; this is preparation for a future procurement, not an opportunity to submit a bid now.
