Summary of the contracting process

Habinteg Housing Association Limited is seeking suppliers for communal cleaning and grounds maintenance at its residential schemes in North East England. Communal cleaning covers schemes across the area; grounds maintenance is split between North Shields and Royal Quays, Stockton, Hemlington and Whinney Banks, and Yarm. Suppliers awarded a lot must serve all sites within it. The work is intended to keep shared areas clean, safe and well maintained for residents. There are four lots in total: one for communal cleaning and three for grounds maintenance. Bidders can apply for any or all lots, and each lot is assessed separately. Shared Services for Housing is managing the procurement on Habinteg’s behalf.

Habinteg invited tenders through an open procedure. Bids had to be submitted electronically through ProContract. The deadline for questions was 18 November 2026 at 17:00, and the bid deadline was 25 November 2026 at 12:00. The buyer set an award decision date of 25 January 2027. Contracts were planned to start on 1 April 2027 for an initial 36 months, with two optional 12-month extensions. Gross estimated lot values are £110,181.60 for cleaning, £47,516.21 for North Shields and Royal Quays, £121,259.57 for Stockton, Hemlington and Whinney Banks, and £49,893.54 for Yarm. Each lot is evaluated on quality (60%) and cost (40%); economic and technical selection criteria also apply. A site visit was mandatory for every lot bid, with registration due by noon on 30 October 2026.

The opportunity is divided into geographically defined lots, allowing suppliers to focus on the cleaning or grounds-maintenance work and locations that fit their operation. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable, and local suppliers are encouraged. Suppliers may bid for one or more lots, with no limit on how many lots one supplier can win. Successful providers need the operational capacity to deliver across every site in each lot they win, and must attend the relevant site visits. The buyer is seeking collaborative suppliers able to maintain residential communal areas to a high standard, support safe and clean environments for residents, and deliver value for money. Lot-specific and site-specific budget caps apply, so pricing must remain within the relevant limits.
