Summary of the contracting process

Transpennine Trains Limited plans to procure a revenue protection enforcement system for use across train operating companies. The system is intended to bring together enforcement, investigation, civil recovery and criminal prosecution in one consistent, lawful and auditable end-to-end process, replacing the fragmented systems currently used by different operators. The requirement combines specialist software with associated implementation, support and information technology services. It is intended to serve current and future operators providing passenger rail services under the relevant government rail contracts and arrangements. Delivery is across the United Kingdom. The buyer expects the requirement to be divided into multiple lots, although the lot structure has not been set out in this planning information.

This is at the planning stage: the buyer has stated an intention to procure, but has not issued an invitation to tender. It expects to use an open competitive flexible procedure and anticipates publishing a subsequent notice on 8 March 2027. The planned contract period runs from 1 October 2027 to 30 September 2030, with a stated maximum extent to 30 September 2034. The estimated value is £10 million excluding VAT (£12 million including VAT). The buyer anticipates multiple lots. The planning information does not set out evaluation criteria or participation requirements; the procedure, dates, contract period and value are expectations at this stage, rather than a deadline or a current invitation to bid.

The requirement is suited to software suppliers with experience building or supplying systems for revenue protection, enforcement case management, investigations, civil recovery or prosecution workflows. Relevant strengths include integrating processes across multiple rail operators, supporting auditable records and helping users apply lawful, consistent procedures. Suppliers able to provide implementation planning, system deployment, programming and ongoing systems support may also be well placed, as these service areas form part of the stated requirement. The system is intended for use across current and future train operating companies, so suppliers should be prepared for a multi-operator environment and a consolidated solution that replaces a fragmented landscape. The buyer has not stated specific accreditations, minimum capacity levels or experience thresholds at this planning stage.
