Summary of the contracting process

Transpennine Trains Limited plans to procure a revenue protection enforcement system for train operating companies run by the Department for Transport. The system is intended to bring together enforcement, investigation, civil recovery and criminal prosecution in one consistent, lawful and auditable end-to-end process, replacing the fragmented systems currently used by operators. The requirement covers software and related information technology services, including implementation planning, programming, project management and ongoing systems support. It is intended for use across the United Kingdom by current and future operators providing passenger rail services under arrangements with the Secretary of State or under successor legislation. The buyer expects to divide the requirement into multiple lots, although the available lot information describes a single planned lot.

This procurement is at the planning stage: the buyer has stated an intention to procure, but has not issued an invitation to tender. It expects to use an open competitive flexible procedure. The planned procurement notice is expected on 8 March 2027. The stated estimated value is £10 million excluding VAT and £12 million including VAT. The planned contract period runs from 1 October 2027 to 30 September 2030, with an option to extend the maximum period to 30 September 2034. The buyer expects multiple lots, but the published information describes one lot and gives no lot-specific value. The process is planned as above threshold. No award criteria or participation requirements are set out at this stage.

The requirement is likely to suit suppliers with experience delivering revenue protection or comparable enforcement case-management systems for rail operators or other regulated, high-volume environments. Relevant capabilities include integrating investigation, evidence handling, civil recovery and prosecution workflows, and supporting consistent, auditable processes across multiple organisations. Suppliers should be prepared to provide the software alongside implementation planning, configuration or programming, project management and ongoing technical support. The system must support lawful enforcement activity and an end-to-end process that can be used by several train operating companies, so experience with multi-operator deployments and complex stakeholder environments is relevant. The buyer has not set out specific technical standards, accreditations, staffing levels or prior-experience thresholds yet; the opportunity is at an early planning stage, so capable suppliers can use this period to assess fit and prepare.
