Summary of the contracting process

Liverpool John Moores University is exploring an integrated cloud-based clinical and activity management system. It wants a flexible, scalable and secure solution bringing together appointment and activity booking, electronic patient records, payments and invoicing, with telehealth as an optional capability. The system would support university staff, clinical practitioners, administrators, students carrying out supervised clinical work, external users and organisational customers. The requirement covers two areas: public-facing health clinics, including osteopathy, physiotherapy and cardiovascular screening; and wider faculty commercial activity, such as continuing professional development courses, workshops, equipment hire and laboratory bookings. The software is intended for delivery and use in the Liverpool John Moores University setting in Liverpool.

This is a planning-stage request for information and preliminary market engagement, not an invitation to tender. The university is seeking market input to understand available solutions, their functionality and suitability, and potential costs. It has not yet settled the procurement procedure or evaluation basis. The market engagement response is expected by 6 November 2026; this is a consultation date, not a bid deadline. The stated £50,000 figure is expressly not an applicable procurement value: it has been included only because a figure is required, while the university investigates potential costs. The anticipated contract period is 1 April 2027 to 31 March 2030, with a possible extension taking the maximum period to 31 March 2031. The requirement is presented as two service areas, but no separate lots are identified.

This engagement is most relevant to suppliers of integrated cloud software for clinical operations and commercial activity management, particularly providers able to bring patient records, bookings, payments and invoicing into one system. Suppliers with optional telehealth capability may also be well placed to respond. The solution needs to be adaptable across public-facing health clinics and a broader mix of faculty services, including courses, workshops, equipment hire and laboratory bookings. It should be capable of serving university employees and practitioners, supervised student users, members of the public and organisational customers, with appropriate security and scope to scale across these different activities. Small and medium-sized businesses and voluntary, community or social enterprises are identified as suitable participants. The buyer is using engagement to test the market and inform its understanding of functionality, suitability and costs before any future competition. No particular accreditation or prior experience requirement is stated.
