Summary of the contracting process

Network Rail Infrastructure Limited is exploring software and data-conversion services to receive Train Consist data from train operator source documents, convert it and transfer it into the Train Planning System. The scope is limited to those steps. It excludes Station Working validation, Associations and Joining of Tails. Suppliers may put forward solutions covering the whole requirement or only part of it. The work concerns railway planning data and an industry-specific system. No delivery location is identified in the procurement details.

The process is at planning: Network Rail is conducting pre-procurement market engagement through a Request for Information, not inviting tenders. It seeks information on available and feasible solutions and indicative costs. The RFI response deadline was amended to 13 November 2026. Network Rail may contact respondents to discuss submissions, and asks suppliers to indicate if they are willing to take part. A future procurement notice is expected on 12 July 2027. The anticipated contract period is 12 October 2027 to 12 October 2028. The procurement is described as above threshold, but no meaningful estimated contract value is stated.

This market engagement is relevant to suppliers able to develop or provide software and data-conversion solutions for railway train-planning information. Network Rail is seeking technical, commercial and capability information, including whether solutions can meet its requirements in full or in part, and their feasibility and indicative cost. Businesses with experience handling train operator source documents and transferring structured Train Consist data into planning systems are well placed to contribute. The procurement is marked as suitable for SMEs and voluntary, community and social enterprises, so smaller and specialist suppliers may also be relevant. Responses will inform the buyer’s understanding before any future competition; this is a preparation and market-shaping exercise, not a bid opportunity.

Notice Description

Network Rail is undertaking pre-procurement market engagement through this Request for Information (RFI) to understand the availability, feasibility and indicative cost of solutions for receiving, converting and transferring Train Consist data from Train Operator source documents into the Train Planning System (TPS). The scope is limited to the receipt, conversion and transfer of Train Consist data into TPS and excludes Station Working validation, Associations and Joining of Tails. Suppliers may respond where their solution meets the requirements either in full or in part and are invited to provide relevant technical, commercial and capability information using the Station Working and Associations RFI Response Template.

Planning Information

The engagement will be conducted through the written RFI and associated response template. No physical or virtual engagement events are currently specified. Network Rail may contact respondents to discuss their submissions further, and suppliers should indicate whether they are willing to participate in such discussions. Suppliers wishing to participate should access the Station Working and Associations RFI through BravoNR, complete the response template and submit it by email to Dominic.Gondwe@networkrail.co.uk with the subject“ Station Working and Associations RFI Response”. Responses must be submitted by 30 October 2026. Any clarification questions relating to the RFI should be submitted to Dominic.Gondwe@networkrail.co.uk. This RFI is issued solely for pre-procurement market engagement and does not constitute a call for competition or a commitment to undertake a future procurement. Participation or non-participation will not prejudice suppliers in relation to any future procurement activity.
