Summary of the contracting process

Norfolk County Council, through Norfolk Museums Service, procured the redesign and construction of the geology gallery at Cromer Museum. The work combines museum exhibition services with building works and furniture: the selected supplier is to develop the gallery design and build the exhibition space. Delivery is at Cromer Museum in Norfolk. The requirement is focused on a single museum gallery rather than a broader museums programme, and the procurement was organised as one lot. The council is the buyer; Norfolk Museums Service is identified as the service commissioning the gallery. The project brings together exhibition design, fabrication or construction and installation in a museum setting, so it is relevant to firms able to deliver an integrated gallery redesign-and-build requirement rather than suppliers offering only unrelated general construction or standalone furniture.

The procurement is complete and a contract was awarded on 20 October 2026 to Design Map London Limited. The award value is £149,700 excluding VAT (£179,640 including VAT). The contract period runs from 17 November 2026 to 31 December 2027, with an exceptional extension possible at the council’s discretion; installation must be completed by February 2028 at the latest. This was a below-threshold limited competition, with two bids received and both reaching the final stage. There was one lot. The published information does not set out the evaluation criteria or detailed scoring basis. The contract may be transferred to successor local government or strategic authority bodies if local government reorganisation or devolution changes the arrangements in Norfolk; services may also be ordered for other local authorities within the county’s current boundaries.

For suppliers considering similar future museum-gallery work for Norfolk County Council, this award shows demand for a joined-up service covering exhibition redesign and construction, with furniture, cultural-building works and museum-exhibition delivery within the same project. A credible competitor would need to combine design capability with practical delivery and installation in a museum environment, coordinating the build and exhibition elements through to completion. The limited competition attracted two bids, both of which reached the final stage, showing that more than one supplier was able to compete at this scale. Design Map London Limited, an SME, won the contract, so a smaller specialist business can be competitive on a single-gallery project of this kind. Relevant experience would include delivering exhibition spaces for museums or cultural venues and managing the interfaces between design, construction and installation.

Notice Title

Redesign and Build the Geology Gallery at Cromer Museum

Notice Description

Norfolk Museums Service has appointed a single supplier to redesign and build the geology gallery at Cromer Museum. In respect of Local Government Reorganisation ("LGR"), on 7 September 2026 the government withdrew an earlier decision that it was minded to establish three unitary councils for Norfolk and announced a 'rapid review' of its LGR programme in respect of Norfolk and some other areas. On 4 December 2025, the then Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intended to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it was minded to hold inaugural mayoral elections in May 2028. On 7 September 2026, the current Secretary of State said: "The Prime Minister is really clear that the Government's ambition is to ensure that every area in England has, or is in the process of establishing, a strategic authority by the end of 2027, with strategic authorities in place everywhere by the end of 2028". Should LGR and/or devolution processes lead to unitary local government in Norfolk and/or to the establishment of a strategic authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the county council, or to any joint body incorporating or formed by any such successor and/or to any strategic authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.
