Summary of the contracting process

UK Research and Innovation (UKRI) plans to appoint a specialist supplier for mechanical engineering and associated services, including repair and maintenance of mechanical building installations. Work will be ordered through call-off task orders and is intended to support asset reliability and value for money across operational scientific environments. The contract will principally cover Rutherford Appleton Laboratory in Oxfordshire, Chilbolton Observatory in Hampshire, The Cosener’s House in Abingdon and the Mary Lyon Centre at MRC Harwell. UKRI may also include other sites it manages elsewhere in the UK. The supplier will work alongside UKRI-STFC and MRC in-house teams. This is a planned works procurement, intended for suppliers able to deliver mechanical services across research and science facilities.

The process is at planning: UKRI has signalled its intention to procure, but has not yet invited tenders. It anticipates a three-year contract with an option to extend by one year, starting on 1 February 2027 and with a possible end date of 1 February 2031. The estimated value is £7 million excluding VAT (£8.4 million including VAT). UKRI plans an on-site market engagement event at Rutherford Appleton Laboratory on 10 November 2026 at 9.30am, where it expects to explain the requirement and take questions. Companies wishing to attend were asked to register by 6 November 2026, with no more than two representatives per company. The procurement is planned as a single lot; UKRI has not set out the procedure or evaluation basis at this stage.

This requirement is suited to specialist mechanical engineering and building-services contractors with the capacity to respond to call-off tasks across several operational research sites. Suppliers should be prepared to work safely alongside the buyer’s in-house teams in scientific environments, while maintaining the reliability of mechanical assets and delivering value for money. The work may suit small and medium-sized businesses as well as larger providers; the buyer also indicates suitability for voluntary, community and social enterprises. The mix of named facilities and possible additional UKRI-managed sites favours suppliers able to mobilise across different locations and handle varied maintenance and engineering requirements. The planned market engagement is a chance for prospective suppliers to understand the forthcoming requirement and raise questions while UKRI is developing its procurement.
