Summary of the contracting process

Cleveland Fire Authority is buying servicing, maintenance and emergency call-outs for breathing apparatus (BA) compressors used by Cleveland Fire and Rescue, County Durham and Darlington Fire and Rescue, Tyne and Wear Fire and Rescue, and Northumberland Fire and Rescue. The requirement covers full servicing at specified intervals, as well as ad hoc supply of compressors. It is a combined services and equipment requirement, covering compressor maintenance and supply (CPV 42123000). The work supports the fire and rescue services’ breathing-air equipment. Delivery is in the United Kingdom, across the participating services. Cleveland Fire Authority is running the procurement on behalf of the group; Northumberland Fire and Rescue is administered through Tyne and Wear Fire and Rescue.

The buyer invited offers through an open procedure. The procurement is divided into two lots: compressor servicing and maintenance, including emergency call-outs; and ad hoc compressor supply. The enquiry deadline was 20 November 2026 at 12:00 UTC, and the bid deadline was 27 November 2026 at 12:00 UTC. The contract period is scheduled to run from 1 April 2027 to 31 March 2030, with two possible 24-month extensions, potentially making seven years in total. The stated overall value is £210,000 excluding VAT (£252,000 including VAT); the ad hoc supply lot has no stated value. For servicing and maintenance, evaluation weights quality at 50%, price at 40% and social value at 10%. For supply, quality and price each carry 50%.

The opportunity suits suppliers able to service, maintain and supply breathing-air compressors for several fire and rescue services. The servicing lot requires planned full servicing at specified intervals and the ability to provide emergency call-outs, so bidders need service capacity and an operational response capability across the participating authorities. The supply lot may suit compressor suppliers able to meet ad hoc equipment needs. Small and medium-sized enterprises are explicitly considered suitable for both lots. Bids will be judged on detailed, relevant responses demonstrating how the requirements will be met; added value linked to the specification can strengthen quality scoring. Whole-life cost informs price assessment, including acquisition, use, maintenance and end-of-life costs. The maintenance lot also evaluates social value. No particular accreditation or minimum experience is stated in the procurement details.
