Summary of the contracting process

East Staffordshire Borough Council is seeking suppliers for refuse collection vehicle and fleet maintenance services to replace its waste-collection fleet. The requirement covers refuse collection vehicles, mechanical road and compact sweepers, 3.5-tonne cage vehicles, electric vans, a 4x4 crew-cab pickup, and food-waste and fly-tip collection vehicles. It is divided into two options: contract hire of the specified vehicles with full maintenance, or maintenance-only services for vehicles the Council sources separately. Repairs are to be carried out at the contractor’s own or subcontracted facilities; minor repairs at the Council’s operating address may be agreed in advance and must follow the parties’ risk assessments and safe-working procedures. Delivery and service are for East Staffordshire, including Burton upon Trent.

The Council invited offers through an open procedure. The procurement has reached the tender stage. Bids were due by 17 November 2026 at 12:00, and questions by 10 November 2026 at 17:00; the stated award decision period ran to 5 March 2027. Both lots have a contract period from 1 November 2027 to 31 October 2033. The estimated value is £9.5 million excluding VAT for contract hire with maintenance and £4 million excluding VAT for maintenance only. Suppliers may be awarded no more than one lot. In each lot, price carries 51% of the score and quality method statements 49%. Legal and financial capacity conditions apply, as set out in the invitation to tender.

The opportunity suits vehicle leasing and fleet-management businesses able to provide refuse and other specialist municipal vehicles, as well as operators focused on maintaining and repairing a mixed commercial fleet. The contract-hire option requires both vehicle supply and full maintenance; the maintenance-only option is for firms able to service vehicles supplied separately by the Council. Relevant capability includes maintaining refuse collection vehicles of different sizes and compaction types, mechanical sweepers, light commercial vehicles, electric vans and other fleet vehicles, and arranging repairs through suitable in-house or subcontracted facilities. Suppliers should be able to work safely under documented risk assessments and procedures, and adapt maintenance regimes and pricing to changes in vehicle technology, emissions requirements or manufacturer support. The Council has indicated that SMEs are suitable for both lots.

Lot Information

Contract Hire with Maintenance

Lot 1 is a contract for an organisation to supply a fleet of the specified waste collection vehicles through a contract hire agreement and in addition provide maintenance services for that specified fleet of vehicles. The scope of the fleet includes: - Refuse Collection Vehicles (RCVs): 26 tonne single body; 26 tonne split compaction; 12 tonne split compaction; - Mechanical Sweepers: Compact sweeper - small (to be procured November 2028); Road Sweeper; - 3.5 tonne Cage Vehicles: 3.5 tonne caged vehicle - day cab; 3.5 tonne caged vehicle - crew cab; - Other: Electric car derived van; Electric car derived van crew cab; Electric Panel Van; 4x4 Crew Cab Pickup truck; 7.5 tonne Food Waste Collection Vehicle & Fly Tip Collection Vehicle (to be procured April 2032). All maintenance and repairs are to be carried out by the Contractor at their own or subcontracted facilities. The Council may allow the Contractor to undertake minor repairs at the Operating Address, if agreed in advance with the Authorised Officer, and provided that the Contractor complies fully with the Contractor's and the Council's risk assessments and safe working procedures. The contract hire Service will include Full Vehicle Maintenance as set out in the procurement documents. For the avoidance of doubt, Lot 2 is for Maintenance Services WITHOUT incorporating the supply of the waste collection vehicles. The Authority's intention is either to undertake a separate procurement process for the supply only of the waste collection vehicles to the same vehicle specification on an outright purchase or to source the vehicles on an outright purchase via a Framework Agreement direct call or a mini competition. Both will be alternatives to Contract Hire with Maintenance and it is the Authority's intention to use the alternative processes set out above to identify the most economically advantageous funding option incorporating the maintenance considerations.
