Summary of the contracting process

Procurement for Housing Ltd (trading as PfH Scotland) is seeking suppliers for Social Housing Emerging Disrupters 6, a national framework for innovative products, services and technologies that address current and future challenges in social housing and the wider public sector. The scope is broad, spanning business and related services, including building and facilities management, project management, data and engineering services. The framework is intended to help eligible public bodies find solutions that improve service delivery and provide tangible benefits. It can be used by PfH members and a range of other eligible authorities, including housing providers, local authorities, education bodies, NHS organisations, emergency services and charities. Delivery is across England, Wales, Scotland and Northern Ireland, but suppliers do not need to cover every region to participate.

The buyer invited offers through an open procedure for a framework agreement, with up to 50 suppliers. The tender submission deadline was 17 November 2026 at 12:00 GMT; the stated award period began at that time. The framework contract period runs from 11 January 2027 to 10 January 2030, with no renewal or extension option stated. The estimated value is £25 million for the framework overall and £25 million for its single lot. Bids are submitted electronically in English, and variants are not allowed. Evaluation is weighted 80% for quality and 20% for price. The framework is intended to provide a route to market for eligible public-sector organisations; individual requirements and supplier appointments will be based on those organisations’ needs.

This opportunity is suited to suppliers with innovative products, services or technologies that can respond to emerging operational challenges in social housing or the wider public sector. Relevant capabilities may include facilities management, project management, data services or engineering, alongside other solutions that can demonstrate improved service delivery and practical benefits. The framework is designed to support the promotion and wider adoption of supplier innovations, offering a route to work with housing-sector buyers and other eligible public bodies across the UK. A supplier can participate without being able to serve every UK region, making the opportunity accessible to businesses with a more limited geographic footprint. Suppliers should be prepared to compete on a quality-led basis, while also offering competitive pricing; specific requirements will vary by the individual authority’s call-off.
