Summary of the contracting process

The Victoria and Albert Museum is procuring a Genetec video recording and storage solution for its South Kensington site and three remote sites: Young V&A, Park Royal and Dean Hill Park. The work covers migrating cameras and supporting devices onto the existing Genetec platform, so that recording, storage and video surveillance management operate through Genetec and meet the Museum’s surveillance and retention standards. The supplier must provide and install the required recording hardware, software licences, support and, where Cloudlink devices are used, associated cloud services. Professional services include building and configuring equipment, integrating devices, and checking connectivity, recording and surveillance management across all four sites. This is a video surveillance and security systems procurement (CPV 35120000). Alternatives to Genetec are not suitable because the solution must work with the platform already in place.

The Museum invited suppliers to participate through a competitive flexible procedure with two stages: requests to participate followed by tenders from a shortlist of four to six suppliers. The deadline for participation requests was 2 November 2026 at 17:00 UTC; enquiries were due by 30 October 2026 at 23:59 UTC. The award decision was due by 3 December 2026. The single lot is valued at £443,000 excluding VAT (£531,600 including VAT). The contract period runs from 6 January 2027 to 1 April 2028, with a possible one-year warranty extension. Stage 2 evaluation weights whole-life cost at 40% and quality at 60%; quality detail is to be set out before that stage. The buyer may refine the tender before award and vary purchased quantities within the scope.

This opportunity is specifically suited to a supplier that is an authorised Genetec partner, as that is a participation requirement for compatibility with the Museum’s installed system. Bidders need the capability to supply suitable Genetec recording and storage hardware, device licences and support, and Cloudlink SaaS services if Cloudlink equipment is proposed. They must also be able to deliver professional installation and configuration across four sites, migrate cameras and supporting devices, integrate them with the Genetec application, and verify reliable connectivity, recording and surveillance management against the Museum’s standards. The scope combines equipment, software and implementation services, so suppliers need capacity to coordinate delivery and technical work across multiple locations. Small and medium-sized businesses are considered suitable to bid, provided they meet the Genetec partnership and technical requirements.

Notice Information

Notice Title

Video Management System Migration: Genetec

Notice Description

We are seeking to appoint a supplier for the supply, installation and implementation of a Genetec video storage solution to enable all video cameras to be recorded via the Genetec platform and all video surveillance management to be handled exclusively through Genetec at the V&A South Kensington site. This also includes the management of three remote sites. The scope includes the supply of all hardware, software licences, software support, software-as-a-service (SaaS) services and professional services required to migrate all video surveillance cameras across the four sites to a Genetec video recording and storage platform. The complete solution must be configured so that all connected devices operate in accordance with the V&A's surveillance and retention standards. Hardware provision may comprise Genetec Streamvault recording servers, Cloudlink cloud-managed devices, or a combination of these, as required for the migration. The supplier must provide the hardware required to deliver the video recording and storage solution across South Kensington, Young V&A, Park Royal and Dean Hill Park. Software provision must include the Genetec device software licences and associated software support licenses required for the migrated cameras and supporting devices for a 12-month period. Where Cloudlink hardware is provided, the scope must also include the SaaS services required to support its operation as part of the Genetec solution. Professional services must include building and configuring the hardware, as required, and installing the solution across all four sites. The supplier must configure the Genetec software application and integrate the cameras and supporting devices into the recording and storage platform, ensuring that all devices within the migration scope work together and operate in accordance with the V&A's surveillance standards. This includes verifying device connectivity, video recording and surveillance management through Genetec. As the Genetec platform is already in place, we regret that we are unable to consider alternatives as the solution must be compatible with the existing platform.
