Summary of the contracting process

Ards and North Down Borough Council is seeking a supplier to plant, install, maintain and remove Council-owned floral containers used in its parks and other green spaces. The service supports the Council’s floral displays across the Ards and North Down Borough Council area. The requirement includes horticultural plants and floral-display services, alongside the ongoing care of the containers and their eventual removal. It is a single, borough-wide service rather than separate regional or lot-based contracts. The Council may also use the arrangement for related items such as bedding plants and containers, and for additional plants or containers needed for events. These extra purchases would be occasional and dependent on operational demand, funding and agreed costs.

The Council invited tenders through an open procedure. The buyer set 23 November 2026 at 12 noon as both the deadline for submitting tenders electronically through eTendersNI and the deadline for enquiries. The contract is scheduled to run from 1 February 2027 to 31 January 2028, with an option for three further 12-month extensions, subject to satisfactory performance and written agreement. The estimated value is £300,000 excluding VAT (£360,000 including VAT). There is one contract lot. Bids are evaluated on methodology, weighted at 30%, and cost, weighted at 70%. Selection checks cover insurance, minimum experience standards and health and safety compliance. The Council anticipated an award decision by 14 January 2027.

This opportunity suits experienced horticultural and grounds-maintenance businesses able to deliver seasonal planting and floral displays, install and care for containers, and remove them when required. Suppliers need the operational capability to serve parks and green spaces across the borough and manage the associated plants and Council-owned containers. The requirement is suitable for small and medium-sized businesses, and the Council notes that SMEs have delivered it successfully in the past. Bidders must meet the stated insurance, experience and health and safety requirements; the experience threshold and compliance details are set out in the invitation to tender. Strong delivery planning and a credible methodology matter because methodology contributes to the quality assessment, while price carries the greater share of the evaluation. The contract may also bring ad-hoc requirements for events, but those quantities are not assured.
