Summary of the contracting process

Brunelcare is seeking a contractor to maintain and repair passenger lifts, platform lifts and stairlifts across its portfolio of 55 lift assets at 20 sites in Bristol and Somerset. The fully comprehensive service includes planned maintenance, 24-hour emergency call-outs, repairs, parts and testing, covering care homes and extra-care housing where residents rely on lifts daily. The supplier will be responsible for keeping the equipment safe and operational, with fast response, a high first-time fix rate and clear communication identified as important. Brunelcare, a Bristol-based charity providing housing, care and support for older people in the South West, is the buyer. The contract covers one combined portfolio rather than separate site or lift-type packages.

The buyer invited tenders through an open procedure. The enquiry deadline was 23 November 2026 at 17:00, and the tender submission deadline was 30 November 2026 at 12:00. The contract is scheduled to run from 1 April 2027 to 31 March 2032. Its stated gross value is £494,110. There is one lot covering the full lift portfolio; the buyer considers a single contract necessary for clear responsibility for safety, breakdown response and statutory testing. Evaluation is weighted 60% to quality and 40% to price. Economic and technical selection criteria apply, with details set out in the tender schedules and evaluation questionnaire. Bids must be submitted through ProContract, and the stated submission language is English.

This opportunity suits lift maintenance contractors able to deliver a complete service across a varied portfolio of passenger lifts, platform lifts and stairlifts, including planned servicing, emergency attendance at any time, repairs, replacement parts and testing. Suppliers need the operational capacity to cover 55 assets at 20 sites across Bristol and Somerset, with a reliable response service and a strong record of resolving faults on the first visit. Experience maintaining equipment in care homes and extra-care settings is particularly relevant, as residents depend on working lifts every day. The buyer also emphasises safe operation and clear communication. Small and medium-sized enterprises are considered suitable, but the combined contract requires a supplier able to manage the whole portfolio rather than isolated sites or lift types.
