Summary of the contracting process

The Education Authority is considering buying quality management system support for its Education Authority Central Procurement Shared Services (EA CPS). The work is centred on ISO 9001 and may cover support to the quality management system, including quality assurance review, certification and auditing services. It is a services requirement, delivered for the Education Authority in Northern Ireland. The Authority is consulting suppliers to understand current market capabilities, innovative solutions, available capacity and potential risks, so that it can shape the requirements and approach for a future procurement. This is preliminary market engagement only: the Authority has stated that this is not a tender exercise and does not form part of a procurement process. Suppliers’ participation or non-participation will not affect their ability to compete in any later procurement, or give them an advantage or disadvantage.

The process is at planning stage. The Education Authority is gathering market views before deciding its future requirements and procurement approach; no invitation to tender has been issued. It expects to publish a further notice on 16 November 2026. Suppliers are asked to return the market-engagement questionnaire by 3pm on 6 November 2026. The anticipated contract period is 1 December 2026 to 30 June 2027, with a possible extension to 31 December 2027. The estimated value is £49,999 excluding VAT (£59,998.80 including VAT). The requirement is arranged as one lot. The Authority has not yet set out a procurement procedure, submission requirements for a future tender, or evaluation criteria; the questionnaire is intended to inform its decisions.

This engagement is relevant to suppliers experienced in ISO 9001 quality management systems and able to provide support involving quality assurance, certification or auditing. The Authority is seeking practical market feedback on suppliers’ capabilities, innovative approaches, capacity and potential delivery risks, so providers should be ready to explain what they can deliver and any constraints that could affect the eventual service. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable for the requirement. The engagement can help these suppliers communicate realistic delivery models and inform the Authority’s future specification and procurement approach. It is a preparation opportunity rather than a chance to win a contract: participation does not determine eligibility for, or confer an advantage in, a later competition.
