Summary of the contracting process

The New Forest National Park Authority seeks historical and cultural analysis of deer in the New Forest landscape. The work will help inform current deer management and support development of a Protected Site Strategy and Strategic Action Plan for the National Park and surrounding area. The Authority is working with Natural England and the Forestry Commission to convene experts and stakeholders; the analysis will inform stakeholder engagement and co-design of the strategy. This is research and advisory analysis, rather than a forestry operations contract. The work concerns the New Forest and its surrounding area. The outputs are intended to strengthen understanding and public narratives about the role of deer in the landscape, including its historical, cultural and ecological significance.

The Authority invited offers through a below-threshold open competition. There is one lot. The enquiry deadline was 17 November 2026 at 17:00, and tenders were due by 20 November 2026 at 12:00. The contract period runs from 4 December 2026 to 31 March 2027. The estimated value is £5,000 excluding VAT (£6,000 including VAT). Award is based on the most economically advantageous tender: quality carries 80% and price 20%. Quality scoring covers the proposed approach (40%), scope of services (30%) and experience and references (30%); company information carries no weighting. A quality threshold of 6 points applies, below which a tender is excluded regardless of price. Price scores are relative to the lowest accepted reasonable price.

This is suited to researchers, consultants and other specialists able to investigate the historical and cultural relationship between deer and the New Forest and explain its relevance to contemporary management. Suppliers should be able to develop a clear, well-evidenced approach, deliver the defined analysis and show relevant experience through references. Strong proposals will need to connect historical and cultural research with the New Forest’s ecological and landscape context, and produce findings useful to stakeholder engagement and strategy co-design. The quality assessment gives substantial weight to the approach, service scope and relevant experience, so firms with demonstrable analytical capability and a practical understanding of how research informs public land-management decisions are well placed. The Authority marks highly where responses meet requirements and add value; the opportunity is also identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.
