Summary of the contracting process

New Forest National Park Authority is commissioning an economic analysis of deer management across the New Forest National Park and surrounding area, with a particular focus on developing the venison supply chain. The Authority is working with Natural England and the Forestry Commission on a Protected Site Strategy and Strategic Action Plan for deer management. The commission will examine deer management as a whole system and assess how better use of venison could help offset management costs, create economic incentives and support local food systems and rural economies. It will consider a supply chain described as constrained by processing capacity, market access, coordination and demand. This is a research and analysis service, combining economic analysis with work on forestry and venison supply chain development. The work concerns the New Forest and surrounding area.

The buyer invited offers through a below-threshold open competition. The enquiry deadline set by the buyer was 17 November 2026 at 17:00, and the bid deadline was 20 November 2026 at 12:00. The contract period is 4 December 2026 to 31 March 2027. The estimated value is £15,000 excluding VAT (£18,000 including VAT). The procurement is divided into one lot. Award is based on the most economically advantageous tender, weighted 80% for quality and 20% for price. Quality assessment covers the proposed approach (40% of quality), scope of services (30%) and experience and references (30%); company information carries no weighting. A minimum quality threshold of 6 points applies, below which a bid is excluded irrespective of price.

This commission is suited to consultancies and research teams able to analyse deer management as an economic system and investigate how venison supply chains can work more effectively. Relevant strengths include assessing processing capacity, access to markets, coordination between stakeholders and demand, and explaining the economic links between deer management, venison utilisation and rural economies. The Authority’s assessment places substantial emphasis on the proposed approach, understanding and delivery of the service scope, and evidence of relevant experience through references. Small and medium-sized businesses and voluntary, community and social enterprises are considered suitable to take part. The opportunity is a focused analytical assignment for suppliers able to deliver a clear, credible study and engage with the wider context of sustainable deer management in a protected landscape.

Notice Information

Notice Title

Economic Analysis of Deer Management with a Focus on Venison Supply Chain Development in and around the New Forest National Park

Notice Description

The New Forest National Park Authority, Natural England and Forestry Commission are working together to convene experts and stakeholders to produce a Protected Site Strategy (PSS) and Strategic Action Plan (SAP) for deer management for the New Forest National Park and surrounding area. A critical component of enabling sustainable deer management is the effective utilisation of venison. A well-functioning venison supply chain can help offset management costs, create economic incentives, and support local food systems and rural economies. However, the venison supply chain in and around the New Forest is currently perceived as underdeveloped, with constraints in processing capacity, market access, coordination, and demand. This commission seeks to understand the economics of deer management as a whole system, with a particular focus on the role and potential of the venison supply chain as a key lever for improving outcomes.
