Summary of the contracting process

Hartlepool Borough Council is commissioning a dental provider to pilot and deliver a targeted fluoride varnish programme in Hartlepool primary schools. The pilot is expected to involve around 10 schools, selected by the council using participation in supervised tooth-brushing activities and school dental survey results on children’s decayed, missing and filled teeth. The provider will develop and implement the programme, engage schools and parents, explain its benefits, and obtain informed consent and each child’s medical history before treatment begins. The work is school-based dental and oral health services, combining clinical delivery with programme development and family engagement. Delivery is in Hartlepool, England.

The council invited offers through a below-threshold open competition. The procurement reached the tender stage, with bids due by 17 November 2026 at 14:00 UTC. The contract is scheduled to run from 1 January 2027 to 31 December 2028, with a possible extension to 31 December 2030, subject to available budget and satisfactory performance. The stated gross contract value is £100,000. There is one lot, and bids are assessed on quality alone, weighted at 100%. Electronic submission is allowed. The council determines which schools participate in the pilot, then shares the school list with the provider for delivery and engagement.

This opportunity suits a dental provider able to deliver fluoride varnish to children in primary schools and lead a targeted oral-health pilot. Suppliers need the clinical capability to provide appropriate, evidence-based support, alongside the capacity to coordinate delivery across a group of schools. The work also calls for experience or capability in communicating with schools, parents and families, securing informed consent, and collecting children’s medical histories before treatment. Providers should be able to work with school-level oral-health information, including supervised tooth-brushing participation and dental survey findings, to support a programme focused on children with identified oral-health needs. The quality-only evaluation makes the strength and credibility of the proposed service and delivery approach central to competition.
