Summary of the contracting process

Low Carbon Contracts Company Ltd (LCCC) plans to procure recruitment agency support to help hire specialist staff, predominantly in IT and finance. The requirement covers permanent recruitment as well as some fixed-term and interim roles. Forecast roles span quality assurance, software and data engineering, infrastructure and DevOps, finance, policy, and principal contract management. Agencies are expected to add specialist market expertise to LCCC’s in-house recruitment team, which fills most vacancies through direct sourcing. The work is for LCCC in London; the record does not specify a delivery location beyond the buyer’s base.

This procurement is at the planning stage: LCCC has stated its intention to procure, but has not issued an invitation to tender. The buyer expects the contract period to run from 1 April 2027 to 31 March 2030. Its forecast covers 62 specialist roles across three financial years, of which it estimates around two thirds will need agency support, or about 20.7 roles per year. Roles are forecast across IT and engineering, finance, policy and contract management. LCCC is consulting the market on whether agencies could provide support through existing public procurement frameworks or an open tender, and how requirements could secure the most advantageous offer. It prioritises candidate quality over price. Expressions of interest are requested by 13 November 2026.

The requirement is best suited to recruitment agencies with specialist reach into IT and finance, including networks for quality assurance, software and data engineering, infrastructure and DevOps candidates. Suppliers able to recruit for policy and principal contract management roles may also be relevant. LCCC is particularly seeking access to high-quality candidates through passive candidate networks and current information on candidate availability. Agencies with strong visibility of fixed-term and interim workers’ contract end dates and immediate availability are well placed to support those hires. The buyer is also seeking market advice on the most advantageous route to purchase, including whether suppliers can offer through established public procurement frameworks or an open tender. There is potential for agencies to support later ad hoc specialist recruitment as business needs change.

Recruitment Agency Support

Notice Description

Low Carbon Contracts Company (LCCC) have an upcoming requirement for recruitment agency support, for hiring quality staff into predominantly IT and Finance roles. LCCC have an in-house recruitment team, who successfully fill most vacancies through direct sourcing. Internal forecasting suggests that we will be recruiting for 62 specialist roles across FY27/28, FY29/30 and FY30/31, which we may find challenging to source through our typical methods. To assist with the recruitment of these roles, we require recruitment agencies with specialist market expertise to support with the hiring of permanent roles, alongside some Fixed Term Contracts or interim roles. Our aim is for the agencies to provide a means to recruit high-quality talent, through their passive candidate networks and up-to-date candidate availability data (particularly for FTC and interim talent where agencies have greater visibility of contract end dates and immediate availability). We anticipate that two thirds of these 62 vacancies across the 3 financial years will require specialist agency support, equating to an estimate of 41.33 across the 3 years, or 20.7 roles per year. Please see below the total forecast 62 roles we are likely to require QA, Software and Data Engineering, Infrastructure and DevOps: 30 Finance roles: 20 Policy roles: 9 Principal Contract Manager roles: 3 It is desirable that the agencies will also be able to support future ad hoc specialist hiring requirements arising from organisational growth, emerging business priorities/ business transformation activity, FTC workforce requirements and unforeseen workforce demands across all directorates, as may be required.

Planning Information

Requesting Expressions of Interest Low Carbon Contracts Company is requesting that organisations come forward to express their interest, who would be capable of and interested in delivering part of this requirement, and if so, please can you respond to the following questions: 1) Which types of roles could your organisation provide support for? 2) How can we obtain the most advantageous offer from your organisation and the broader market – is your organisation able to make the most advantageous offer through an existing public procurement framework (such as the Government Commercial Agency/CCS, ESPO, YPO or alternatives) or through an Open Tender? Are there things we should be aware of when defining our Services Requirements, to drive the most advantageous offers? • By advantageous, our first priority would be the quality of candidates we are able to recruit through these agencies, with price as our secondary priority.
