Summary of the contracting process

Dŵr Cymru Cyfyngedig (Welsh Water) is planning a two-site water infrastructure scheme under its Cwm Taf Water Supply Strategy. It intends to appoint a competitively selected provider to design, build and finance a new water treatment works at Dan-y-Castell Farm, a raw-water pumping station at Pontsticill, and upgrades to Llwyn-onn Water Treatment Works. The wider scheme includes transfer pipelines, treated-water storage and environmental mitigation. The works are intended to secure sustainable water supplies and support reliable drinking-water provision while protecting the environment. Delivery is planned at one site near Merthyr Tydfil and another within Bannau Brycheiniog National Park, in South Wales. The project combines major civil engineering and construction with water-treatment, pumping and infrastructure-financing requirements.

This is the planning and market-engagement stage, not an invitation to tender. Welsh Water has already held market engagement, including investor and lender discussions and events in Cardiff and London, and is preparing further engagement before the planned competition launch in the first quarter of 2027. A supply-chain event is planned for 10 November 2026 in Newport; registration is expected by 4 November 2026. A preliminary data room is planned for November 2026. The buyer expects to use a competitive procurement under the Direct Procurement for Customers model, with contract award anticipated in late 2028. The expected contract period runs from November 2028 to November 2058. The estimated value is £556 million excluding VAT (£667.2 million including VAT). These dates and values are indicative.

The scheme is suited to organisations able to deliver and finance major water infrastructure, including infrastructure investors and lenders, engineering and design firms, construction contractors, project managers and other delivery specialists. Relevant capabilities span water-treatment works, pumping stations, pipelines, storage, environmental mitigation, detailed design, construction, testing and commissioning. The Dan-y-Castell element combines design, build and finance, while the separate Llwyn-onn element involves upgrading an existing treatment works. The buyer is seeking a secure, sustainable and value-driven solution for customers, aligned with environmental and Welsh Government sustainability objectives. The scale and long operational horizon are likely to favour firms with substantial infrastructure delivery and financing experience, as well as joint ventures or consortia bringing complementary expertise. The buyer encourages prospective partners and supply-chain businesses to use engagement to explore consortium formation; participation is not a condition of competing later.
