Summary of the contracting process

The London Borough of Croydon intends to procure vehicle removal, secure storage, release and disposal services to support its Vehicle Removal Policy, which is going through the council’s approval process. The service covers removing abandoned vehicles, parking contravention vehicles, persistent evaders, vehicles causing obstruction or nuisance, and vehicles involved in waste offences. Removed vehicles must be kept securely until owners collect them or legal holding periods expire. The contractor will also manage release appointments and customer enquiries, check documents before release, collect charges, report on activity and dispose of vehicles in line with legislation. The work will be delivered in Croydon. This is a single service covering vehicle recovery and towing, vehicle storage and retrieval, and associated vehicle-release services.

This is at the planning stage: Croydon is conducting preliminary market engagement, not inviting tenders. The council expects to publish a subsequent procurement notice on 15 January 2027; the engagement questionnaire is due by 18 November 2026. The planned contract is for five years from 1 April 2027 to 31 March 2032, with options to extend by one year and then a further year, up to 31 March 2034. The estimated value is £629,125 excluding VAT (£754,950 including VAT). The procurement is planned as one lot, and small and medium-sized businesses are considered suitable. Participation in this engagement, or not taking part, will not advantage or disadvantage suppliers in any later procurement. The service is intended to support a vehicle removal policy subject to council approval.

The work is likely to suit suppliers able to combine vehicle recovery and towing with secure storage, vehicle release and disposal. Relevant operational capability includes removing different types of vehicles within specified timescales, operating a secure holding facility, managing customer-facing release appointments during defined opening hours, checking release documentation and processing payments. Suppliers should also be able to provide service reporting and ensure vehicles are disposed of in accordance with relevant legislation. The requirement spans both physical operations and administration, so firms with established recovery, storage and customer service functions may be well placed to prepare. Croydon has indicated that SMEs are suitable for the single-lot service. The planned contract duration and potential extensions point to a requirement for sustained service delivery, rather than a one-off removal assignment. The buyer has not set out particular accreditations or technical qualifications in this engagement information.
