Summary of the contracting process

The City of London plans to procure an eDiscovery software service for the City of London Police. The system would review digital evidence gathered from computers, laptops, servers and cloud storage, mobile devices, email and social media. Its purpose is to identify relevant evidence earlier, reduce delays and increase investigative capacity in serious and complex investigations, particularly involving corruption, fraud, misconduct and economic crime. The police need a modern digital evidence review capability that supports their national role in tackling fraud and economic crime. The software must handle material from multiple sources and cases, including large collections of documents, emails, images and communications. Delivery is in the United Kingdom.

This is at the planning stage: the City is gathering market input, not inviting bids. It is seeking feedback on how best to package and scope a future procurement, and asks interested organisations to complete a questionnaire by 12 noon on 13 November 2026; further direct discussions may follow. The City expects to publish a future notice around 1 February 2027. The planned contract period is 1 June 2027 to 31 May 2029, with a possible extension to 31 May 2031. The estimated value is £240,000 excluding VAT (£288,000 including VAT), but the scope and value remain subject to requirements gathering. The procurement is planned as a single lot, with SME and voluntary-sector suitability indicated. Contract duration and start and end dates are described as indicative.

The market engagement is relevant to software suppliers with eDiscovery and digital evidence review capability, including providers able to ingest and analyse material from varied digital sources. The City is particularly interested in how contractors would deliver the project and in market views on an attractive scope and packaging. Suppliers should be prepared to explain how their solution would support multiple concurrent investigations and large volumes of evidence, potentially including millions of documents, emails, images and communications per investigation, without performance degradation. The system is intended to speed review in serious and complex cases and improve investigative capacity. SMEs and voluntary, community and social enterprises are identified as suitable participants. This is an opportunity to shape understanding of the future requirement through market feedback; the buyer has not yet settled the final scope or contract arrangements.

Notice Title

eDiscovery Software

Notice Description

The purpose of this PME is to understand the market's capability to provide an eDiscovery Software solution. Note, this is not an invitation for competition. There is the need to provide an eDiscovery solution that is capable of reviewing a vast amount of evidential data obtained from multiple sources, such as Computers, laptops, servers/Cloud storage, mobile devices, Email & social media platforms. The main aim is to provide early identification of evidential material to reduce investigative delays and improve investigative capacity and showcase City of London Police strategic role as the national policing lead for fraud and economic crime by providing a modern digital evidence review capability. The solution will improve significantly the time taken to review case material in serious and complex investigations, particularly those involving corruption, fraud, misconduct, and economic crime. The quantity of digital material can be substantial, and the product needs to be capable of dealing with large volumes on multiple cases and access to work on the system with no issues or performance degradation. Individual investigations may involve multiple devices and potentially millions of documents, emails, images, and communications requiring detailed review. Further information can be found within the Preliminary Market Engagement (PME) Questionnaire. As reqquirements are gathered, we will have a better idea on the total value depending on what's including within scope. The contract start, duration and end dates are yet to be established. These dates are indicative.

Planning Information

The City seeks input from the contractor market to understand what might be the most attractive way of packaging and scoping a future procurement opportunity to deliver the project outcomes. This Pre-Market Engagement (PME) exercise will provide an opportunity for the City to obtain insight into how contractors might approach the delivery of the project. It also gives a useful early insight into the likely level of interest in a proposed project from the market. Interested organisations will be asked to complete and return a brief questionnaire. To access the PME questionnaire and supporting documentation, please register on the electronic tendering system 'City of London Corporation Sourcing & Contracts Portal' url: https://cityoflondon.ukp.app.jaggaer.com/esop/guest/go/opportunity/detail?opportunityId=61254 and search for 'eDiscovery Software'. Organisations should submit their completed questionnaire in accordance with the instructions set out in the PME documentation, by the return deadline of 12:00pm (noon/midday) on 13th November 2026. Following receipt and review of questionnaires, the project team may conduct further direct discussions with organisations of interest.
